Description

The U.S. Department of Agriculture, ARS, PWA, Albany, CA, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) with CIMEL ELECTRONIQUE 515 172 rue de Charonne, 75011 Paris, France for the SUN SKY LUNAR PHOTOMETER CE318-TS9. The following will be provided by CIMEL ELECTRONIQUE: Product Specification: SUN SKY LUNAR PHOTOMETER CE318-TS9 • 1 sensor head CE318-TS9 with 9 standard filters (340, 380, 440, 500, 675, 870, 937, 1020, 1640 nm) • 1 double collimator • 1 cord for sensor head CE318-T • 1 control unit CE318-T (Sun Sky Lunar) • 1 biaxial robot • 1 tripod infrastructure with enclosure and built-in solar panel • 1 pair of 12 V batteries • 1 x 110 / 220 V charger • 1 x 3 m cable for connection to a PC • 1 flycase for transportation of the whole instrument This procurement is being conducted under Simplified Acquisition Procedures (SAP). Only one responsible source and no other supplies or services will satisfy the agency's requirement. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The equipment will be provided for the USDA-ARS-PWA, 21881 NORTH CARDON LANE, MARICOPA, AZ. 85138. The Government intends to award a firm fixed price purchase order on or about August 30, 2019. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM Central Time, August 28, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
