Description
NAVSUP Fleet Logistic Center San Diego-Seal Beach Detachment intends to award a sole source contract to order, to Tension Technology International, Ltd. The NAVFAC Engineering Expeditionary Welfare Center Port Hueneme, CA requires OPTIMOOR Dynamic Version 6.5.4 technical support maintenance renewal. Sole source technical consulting services provided by a sole source vendor for its proprietary suite of computer models, specifically, the software OPTIMOOR. Tension Technology International Ltd. Shall provide (1) engineering support in modeling and post processing as-requested to both email and telephone inquiries from EXWC 24/7 and (2) software support regarding upgrades and fixes. The Naval Facilities and Expeditionary Warfare Center (NAVFAC EXWC) to conduct mooring analysis of a 20 NAVY class ship. This will require a very advanced computer modeling that is available from only one vendor. The OPTIMOOR software provide by only one vendor Tension Technology International Ltd. EXWC “ NAVFAC is the center of expertise for mooring design and analysis. NAVFAC EXWC requires this software to perform its mission and provide results to a wide range of NAVY sponsors. The effort required to retrain our staff and recreate previous analytical solutions for comparison to new solutions is not productive and cost effective. Thus, the procurement of two Optimoor licenses and the procurement of technical support are required for technical, training, comparative, economical reasons and meeting customer/sponsor requirements. Sole source reason OPTIMOOR software is the preferred solution because as stated above the technical and productivity characteristics make OPTIMOOR the most cost effective choice for mooring analysis and dynamic capabilities. The technical support (TECS) from Tension Technology International Ltd. are requested in the form of an annual licenses is necessary to keep abreast of the latest software releases, as well as provide access to their technical engineering support to insure optimum usage for this unique Navy application. An award to any other source would cause an unacceptable delay in fulfilling the Government ™s requirements for meeting project schedules. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source only. In accordance with FAR 5.102, the required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 9 am 21 August 2019 PST via email to janet.nunez@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
