- Overton Brooks VA Medical Center located at 510 East Stoner Avenue, Shreveport LA, requires a contract for Institutional Review Board (IRB) services and intends to enter into a sole source contract with LSU Health Sciences Center, 1501 Kings Hwy, Shreveport, LA. This procurement is being conducted in accordance with FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for a one (1) year period from October 1, 2018 through September 30, 2019. The anticipated date of award is September 15, 2018. The IRB is required by Federal Law and will comply with the Terms of the Federal Wide Assurance for Institutions within the United States. The service must be carried out by basic ethical principles guiding research involving human subjects that are provided in the Nuremberg Code, the Declaration of Helsinki, and the Belmont Report. The North American Industry Classification System (NAICS) Code 541715 applies, size standard is 500 employees. This information is only used for classification purposes in the representation and certification portion of the Request for Information (RFI). THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses to this notice by 1:00 p.m. (CST) August 24, 2018. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be in writing to the Contracting Officer. Contractors must be registered in the System for Award Management (SAM) in order to receive a contract award.
