- This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 518201. The USMC Regional Contracting Office (RCO) - Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: LeadsOnline LLC 6900 Dallas Parkway STE 825, Plano TX, 75024-4200. The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The requirement is for the procurement of data information from sellers on Ebay and OfferUp. Ebay and OfferUp currently only utilizes LeadsOnline for investigating and tracking larceny of personal and government property. LeadsOnline will allow the USMC (CID) Criminal Investigative Division to investigate the online sales of personal and government property on Ebay and OfferUp. LeadsOnline is also a valuable tool for the (CID) to search scrap yards, gold buyers and secondhand stores. Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around September 1, 2019, in accordance with fair and Opportunity under FAR part 13 procedures. The anticipated contract is for a period of performance from 01 September 2019 through 30 August 2020. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determine whether to conduct a competitive procurement. Responses shall be emailed to Jeffrey A. Sisk at jeffrey.a.sisk@usmc.mil no later than 28 August 2019, 10:00 a.m. Eastern Time. Late responses will not be considered.
