- Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing PM Service for Employee Functional Development Training. The North American Industry Classification Systems (NAICS) is 611710. Responses to this notice must be submitted in writing (email or fax) and must be received no later than August 28, 2019 at 12:00 Noon EST. Email: NATALIE.ACEVEDO@VA.GOV and Fax: 718-741-4722. No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time will not be considered for this procurement. Please review the attached Statement of Work attached herein. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 611710. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on GSA E-buy website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. STATEMENT OF WORK Employee Foundational Instruction and Career Development Training Purpose: Needs Assessment: An educational and succession planning needs assessment was conducted in VISN 2 in 2007. VISN 2 found we wish to provide developmental opportunities to our employees. By training our GS employees, they become our source of talent for replacing retiring and promoted employees, and their WG equivalents. Succession planning initiatives need to include all staff. The needs assessment pointed to a requirement to grow and develop computer skills, as well as improving abilities in math, reading, grammar, writing, and core health care topics. VISN 2 Education Council found we did not have adequate (staffing) resources to create a timely in-house program on site at each facility. We researched local training programs but the cost was prohibitive in terms of training more than a few employees, and employees may have to go off site. We needed courses to be taught in house by V02 facility staff, for only a few hours per week with no additional travel costs or time for off-site training. The contractor would provide the materials and support to our facility staff. Description of the Program: The Contractor shall be able to provide a commercial off-the-shelf product which has been used and delivered with prior success to employees in a health care setting. The program shall be a packaged system administered by a VISN 2 employee and require minimal training for the administrator. It shall not require tailoring or any preparatory input from the VISN 2 staff. The contractor must provide a proven packaged and all-inclusive learning system that will be delivered within VHA Network 2 using methods that conform to the needs of adult learners. Studies have shown that a blended system of on-line coursework, DVD classroom sessions, and participant workbooks will address these needs with the greatest success. The program selected shall enhance developmental opportunities for employees GS and Wage Grade equivalents. It shall prepare program graduates to enroll in certificate and degree programs available at local educational institutions. These benefits may also improve the participants job performance, boosted employee satisfaction, improved retention, and helps the network grow a career ladder system. The program shall be a six-month career development system delivered within the VISN 2 medical centers, using a blended learning system: on-line coursework, DVD classroom sessions, and participant workbooks. Participants would develop a Career and Learning Plan (CLP) that helps them identify and achieve personal career goals through self-assessments and other exercises. Students would ideally attend class two hours per week for twenty-two (22) weeks for a total not to exceed six months. The package used in the past was able to reach 90 employees in VISN 2 in one year, across each facility. The structure worked well where class met weekly for 2.0 hours over a six (6) month period, and blends classroom lessons, on-line, DVD and workbooks. The blended learning system delivery of instruction in a healthcare context used met our organization s needs in the past and we would like to use the same program or one with equitable capabilities. VISN 2 benchmarked with other networks across VHA, to see what educational developmental programs are in place for their GS and WG equivalents. We found that SAW was being used in over 40 VAMCs nationwide. VA outcomes with regards to continuing education are 12% higher (45%) than the national average (33%), based on program enrollment within 90 days of course completion. A program shall suggest that students enrolled in the program have a minimum reading and math level of 9th grade in order to be successful. Correlation to the VISN 2 Workforce Succession Strategic Plan: One of VISN 2 s most important objectives is to oversee a range of workforce development programs that provide career advancement opportunities to VISN 2 employees at every level of the organization. Participants in the program will learn basic core VA Competencies: personal mastery, interpersonal effectiveness, communication, Veteran and Customer service, critical thinking, and organizational stewardship. The overall concept of the requirement is to give individuals the information they need to succeed in their careers at VA. Program benefits: The contractor shall provide support with all tools and materials (including text/work books needed) to be used in a system that is administered by a member of the VA Education Service staff. This staff member serves as a project manager: overseeing classroom activities, providing mentoring, keeping attendance, monitoring the students progress, and administering examinations. The contractor is responsible for maintaining any off-site, online portion of any package. Program participants are guided in developing both career and learning plans that help them to identify personal and career goals. Self-assessments assist the employee in determining where improvements can be made and allows them to chart their individual progress toward the achievement of those goals. Period of Performance: To provide continuity and minimize administration, this acquisition will be established as a contract consisting of a base period and four option years.
