Description
NOTICE OF INTENT TO AWARD SOLE SOURCE The 502d Contracting Squadron at Joint Base San Antonio (JBSA)-Randolph, TX hereby gives notice of its intent to award a sole source, firm-fixed-price contract for Centralized Access for Data Exchange (CAFDEx) Fuel Transaction Program Management to Infinite Technologies, Inc. Brief Description of Requirement: This requirement is for subscription licenses to a web-based system (i.e., CAFDEx) fuel management transaction program having a secure web-based application operating a.MIL cloud environment; an authority to operate (ATO); an Air Force System of Record; Department of Defense (DoD) identified authoritative data source; and certified developers and trainers. This program must allow the Wing Refueling Document Control Officers (WRDCO) to digitally sign, using Common Access Cards, monthly memos required by AFI 11-253, Managing Off-Station Purchases of Aviation Fuel and Ground Services. The program must also provide a summary grid overview of the entire program for respective aircraft accounts; centralize data imports for validation of all fuel transactions; and automatically assign alerts for over fueling duplicate transactions and over billing. The transaction data history must be maintained within the system and have the ability to reconcile the entire 12 FTW fleet of aircraft located at JBSA-Randolph, Naval Air Station Pensacola, and the United State Air Force Academy. Period of Performance: 01 September 2019 through 31 August 2021 Place of Performance: JBSA-Randolph, TX The North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). This will be a Firm-Fixed Price (FFP) contract utilizing FAR Part 13, Simplified Acquisition Procedures. The contractor needs to be registered in the DoD System for Award Management (SAM) via the SAM website, https://www.sam.gov. The contractor must also be eligible to process invoices through Wide Area Workflow (WAWF) via the WAWF website, https://wawf.eb.mil. Firms desiring to challenge this sole source must submit an interest letter (e-mail is acceptable) demonstrating capability of meeting the requirement. The letter/e-mail must contain the following: (1) Current capability that demonstrates your company's ability to meet the above requirement, (2) Clear and convincing statement that competition would be advantageous to the Government and will not be cost or time prohibitive, and (3) Company name, point of contact, e-mail address, telephone number(s), type of business and size, Cage Code, and DUNS number. IMPORTANT NOTES: Information submitted will not be returned to the respective respondents nor will oral submissions of information be accepted in response to this notice. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will be evaluated as to confirm or deny the decision to conduct a competitive procurement. The Government is not responsible for any costs incurred or associated by responding to this notice of intent to sole source.
