- The Department of Veterans Affairs VISN 08, intends to solicit and negotiate a Sole Source, Firm-Fixed-Price IDIQ Contract with Immucor Inc. The procurement is for Blood Reagents for the Bay Pines VA Healthcare System, CW Bill Young VA Medical Center. This is a FAR 13.5 single source procurement and will be justified under the authority of Other Than Full and Open Competition in FAR 6.302-1 and 41 USC 3304(a)(1). Only one responsible source and no other requirement will satisfy the needs of the Government. It was determined that the needed items are only available from Immucor Inc., who is the sole manufacturer and sole distributor in for these blood reagents. The NAICS code is 325413 with a Classification Code of 6640. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. This notice does not constitute an invitation for bids or a Request for Quote (RFQ) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. No solicitation package is available. Interested persons may identify their capability to respond to these requirements by Tuesday 30 August 2019 in or before 2:00 PM Eastern Standard Time. A determination by the Government not to compete this proposed contract action based on response to this notice is solely within the discretion of the Government. The Government will use the information received to determine whether other sources are available and capable of satisfying this requirement. Inquiries will be accepted in writing by e-mail at James.Roberts2@va.gov. Once the award is made on or about 1 Oct 2019. The J&A will be Posted to Fed Biz Opps within 14 days of the contract award for a minimum of 30 days in accordance of FAR 6.305.
