Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No.12561519SAA02 is being issued as a Request for Proposals (RFP) and must be valid for 40 days. The NAICS code applicable to this acquisition is 334118. The USDA, ARS, MWA, Cereal Crops Research Unit has a requirement / need for Process Control System Software. The Technical Specifications include programmable, automated solenoid activation to affect steep can drops. Programmable, automated control and monitoring of Germinator Temperature between 10˚C and 25˚C, and Germinator Relative Humidity between 70 and 99%. Control of Mash Extraction Bath time (up to 10 hours per stage) and temperature (between 30˚C and 80˚C). All of these automated control and monitoring functions must be compatible with computers using Windows10 operating systems. The equipment will be used to malt barley grain (steep and germinate), and for quality analysis extraction of barley malts. THE SALIENT CHARACTERISTICS: Awarded vendor must be able meet these minimum requirements: 1) Mash bath control must be able to monitor/maintain bath temperatures of 30˚C to 80˚C; 2) and be able to raise bath temperature from 45˚C to 70˚C over 15 minutes; 3) Mash bath control must be able to cool baths from 70˚C to 30˚C in 10 minutes or less; 4) System must be able to monitor relative humidity and temperature of germinators, and maintain a temperature of 17˚C, and relative humidity of 95%+; 5) System must maintain steep tank temperature of 16˚C, and log actual temperatures; 6) Control platform must be able to activate 12 different relays per each of 3 steep tanks to drop steep cans into tank at programmed times of up to 99 hours from desired steep-out time; 7) Control system must also be capable of monitoring and controlling pilot brewery equipment: brew kettle, adjunct cooker, lauter tun, mash tun, and sparge tank; 8) Control system must operate properly with computers with Windows10 operating systems. 9) Installation required 10) Commercial Warranty, 11) Training required, 12) Minimal maintenance/update costs. DESCRIPTIVE LITERATURE: Offerors shall submit 1 copy of the Descriptive Literature describing their proposed product in enough detail to ascertain whether the product meets the criteria listed above. EVALUATION & AWARD FACTORS: The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Proposal shall respond to each of the evaluation factors identified below. A technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: 1) Technical Factors, 2) Salient characteristics and minimum requirements, 3) Descriptive Literature, 4) Past Performance, 5) Warranty, 6) Price, 7) Delivery, 8)Installation, 9) Training. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the inspection clause nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.
