Date August 22 Year - 2019 Contracting Office ZIP Code - 20006 Product or Service Code N063 Installation of Equipment Alarm, Signal, and Security Detection Systems Contracting Office Address 1800 G St NW (Suite 540) Subject Fargo security system upgrades Solicitation Number 36C10E19Q0278 Closing Response Date 9/6/2019 Contracting Officer Jeff Reed jeffrey.reed@va.gov Description The Contractor shall perform the following tasks: The Contractor shall provide all supervision, transportation, labor, material, and professional services to install the access control solution as described in this SOW. The Contractor shall provide Project Management services as required to perform the following: Coordinate the purchase, receipt, and delivery of all Contractor provided materials. Coordinate the scheduling of all Contractor services to include and sub-contractors the Contractor will use. If sub-contractors are used, the Project Manager (PM) that is representing the contractor shall provide the names of personnel and companies that those personnel work for, to the Contracting Officer Representative (COR) listed on this contract, 24 hours in advance of the arrival of any personnel utilized by the awarded contractor. The contractor shall furnish and install six (6) Pan, Tilt, Zoom (PTZ) exterior Cameras and all associated installation materials to be compatible with existing C*Cure 9000 camera system in use by VA personnel on the Fargo VA Health Care System campus. The contractor shall furnish and install seven (7) 700Total Visible Lines (TVL), Indoor, Black TN (Tinted in NTSC format) BUB (bubble), 2.8-10MM Dome Cameras and all associated installation materials to be compatible with existing C*Cure 9000 camera system in use by VA personnel on campus. The contractor shall furnish and install seven (7) Electrical Box Adapters (for indoor cameras). Camera installation includes mounting and ends to terminate the cable at the patch panel located in room 102B in Fargo Regional Office (Building 40, 1st Floor Data Closet); additional cable to be run to Server room BC-50. The contractor shall furnish and install three (3) 32-inch LCD 1920x1080 FHD LE monitors with titling wall mounts and associated materials for installation and connection to camera and DVR system. Installation will be in room 103, building 40. The contractor shall provide power for monitors in room 103. The contractor shall furnish and install one (1) Intellex (brand name) Ultra DVR and associated AC Rack Mount CCTV Power Supply to be compatible with existing system. The contractor shall furnish and install CAT 6 Plenum wiring. Cabling will be hung in cable tray, conduit, or properly suspended and terminated into a VA provided patch panel. Installation includes pull of CAT 6 cables to 13 new Cameras; all cables will originate in BC-50, Run to 102B through extender and out to camera locations. The contractor shall furnish and install fifteen (15) new Homeland Security Presidential Directive (HSPD) 12 compliant Physical Access Control System (PACS) card readers to specified doors that have controlled access to the Department of Veterans Affairs Fargo Regional Office and authorized spaces. Eleven card readers will be placed on the first floor (interior and exterior locations) and four card readers on the second floor. The contractor will furnish card readers of the same type and ensure they are compatible and integrated with existing readers and PAC System on the Fargo VA Health Care System campus. Card readers installed will be mullion mount card readers. The contractor shall furnish and install a 16-door controller, power supply. The contractor shall furnish and install fifteen (15) door position switches and installation materials, will coincide with card reader specified locations. The contractor shall furnish and install wiring and cable for fifteen (15) new access control doors. The contractor shall furnish, mount, and run power to door controller and door power supply to be located in room 102B. Head end equipment to be located in room 102B. System will connect to the existing C-Cure 9000 system in the main hospital building. The contractor shall furnish and install/mount power supply for the PAC system. The contractor shall furnish and install twenty-four (24) panic buttons compatible with the existing wireless Lynx Duress System on the Fargo VA Health Care System campus. The contractor shall furnish and install 1 (1) receiver compatible with the existing wireless Lynx Duress System. The contractor shall furnish and install two (2) repeaters compatible with the existing wireless Lynx Duress System. Camera installation includes mounting and ends to terminate the cable at the patch panel located in room 102B in Fargo Regional Office (Building 40, 1st Floor Data Closet); additional cable to be run to Server room BC-50. The contractor shall furnish and install one (1) 32-inch LCD 1920x1080 FHD LE monitor with titling wall mount and associated materials for installation and connection to Lynx Duress System. Installation will be in room 103, Building 40. The contractor shall provide system training to RO and VA staff to include Police Services. The contractor shall provide their own trash receptacle and clean their workstation at the end of every work day and shall be subject to inspection by the COR or COR designated personnel. Unit of issue Job Delivery schedule The contractor shall begin installation within 15 days of contract award Duration of the contract period 30 days Basis for Award The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: This solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Business concerns. To be considered for award prospective quoters must be a verified SDVOSB concern in the VA Center for Verification and Evaluation (CVE) Veteran Information Pages (VIP) pages at the date and time set for receipt of quotes. A quoter who is not a verified SDVOSB concern at the date and time set for receipt of quotes will have their quote rejected as non-responsive, and will not be considered for award. The Government will assess the capability of each quoter on the basis of the following criteria, which are approximately equal in value: (1) Price, (2) Technical Approach, (3) Relevant Experience, and (4) Relevant Past Performance. The Government will assess these factors as a basis for comparing quoters to determine best value. Price: The Government intends to assess price to determine realism and reasonableness (reflective of the quoter s understanding of the work and ability to perform the contract). Non-Price Factors: Contractor Approach & Project Schedule: Reference Performance Work Statement. Discuss project scope of work to include schedule and methods to be used. This narrative should not exceed 3 pages. Relevant Experience: Relevant Experience is the measure of your experience in projects similar in size, work type and complexity. Please provide information about 3 similar projects performed in the past 2 years. Relevant Past Performance: References can confirm satisfaction and successful completion of past projects. Provide 3 references of relevant work of the type and magnitude of this project. Please provide current telephone and email contact information. (Ideally you would provide references for the projects listed in the Relevant Experience section.) The anticipated award date 9/13/2019 All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
