- Amendment 0001 to RFP N00421-19-R-0100 has been issued and is attached. The Statement of Work (Rev1) has been revised and is attached. The closing date and time remain unchanged. ****************************************** THIS SOLICITATION (reference Notice of Intent Synopsis of 05 July 2019) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement, with its attachments, constitutes the only solicitation; proposals are being requested. The Naval Air Warfare Center Aircraft Division (NAWCAD), AIR 2.5.1.5, Patuxent River, MD intends to award a Firm-Fixed Price (FFP) contract, Brand Name Specific, for software licenses and toolsets from No Magic, Inc. One Allen Center, 700 Central Expressway South, Suite 110, Allen, Texas 75013. The statutory authority permitting other than Full and Open Competition in USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is to provide software licenses and toolsets including software assurance to be utilized by the Government for the development of systems models for the Systems Engineering Transformation in support of the Systems Engineering Department (AIR 4.1). The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial Brand Name Specific acquisition.
