- Solicitation is issued for Survival, Evasion, Resistance, Escape and Personnel Recovery (SERE/PR) training and training support services. Parties interested in submitting a proposal in response to the Government's solicitation are encouraged to review the solicitation document and all associated attachments. Soliciation is issued on an unrestricted/full and open compeition basis. Attachments 01, 06 and 07A thru 07E must be requested for in writing (See Section J). Questions regarding this requirement shall be submitted using Attachment 09 - Question and Answer Sheet no later than 15 August 2019 at 1200PM Pacific Time. Questions submitted separately from this sheet may not be answered. ** If potential offerors are interested in a site visit, please submit notice of interest in site visit on the question and answer sheet prior to due date for questions. NOTIFICIATION OF SITE VISIT: The Government is posting notice of a site-visit to be held on Tuesday, 27 August 2019 from 1300 -1530 Pacific Time. Any parties interested in attending a site-visit shall submit a written request to john.knizner@socom.mil no-later-than Monday, 26 August 2019 at 0930 Pacific Time. A maximum of two representatives per firm will be permitted to participate. Request shall include the name of the firm and personnel attending the site visit. Attendee's must be present for the 1300 departure from the meeting place and must have a Government issued picture id card. Late arrivals will not be accommodated and will not be permitted to participate in the site-visit. Address for the Silver Strand Training Complex is 1 Harper Blvd., SERE Bldg. 90, Imperial Beach, CA 91932 (see attached map). Anticipated schedule for site-visit is as follows: Time 1300-1330: Meet Front gate parking lot at the Silver Strand Training Complex: Meet at the parking lot to the right of sentry at SSTC. All persons will transfer to Government van for transport to SERE training building. 1330-1400 SERE Bldg. 96: Introductions, facilities overview, future MILCON. 1400-1430 SERE Bldg. 96: Review daily schedule, discuss the 3 SERE courses, Kodiak FTEs. 1430-1500 SERE Bldg. 96: Question and Answers. 1500-1530 Return to Front gate.
