- REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT INTRODUCTION THIS IS NOT A SOLICITATION. The Department of Veterans Affairs (VA) is issuing this Request for Information. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation; therefore, do not submit a quote. There is no obligation for the Government to acquire any products or services described in this RFI. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA) in developing its acquisition strategy and to revise the Statement of Work (SOW). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Only electronic responses to this RFI will be accepted. The Government will not pay for any time expended or information submitted in response to this RFI. Eligibility in participating in a future acquisition does not depend upon a response to this notice. BACKGROUND The VBA has a requirement for internet services for Seattle, WA locations VA Job Labs and E-Benefits. NAICS: 517919 QUESTIONS AND CRITICAL CONSIDERATIONS FOR INTERESTED CONTRACTORS Responses are solely treated as information for the Government to consider. Direct or Indirect costs incurred in response to this RFI are at the expense of the vendor, not the Government. In accordance with the Federal Acquisition Regulations, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that may be awarded will not be based on information received or derived from this RFI, but rather on the outcome of a subsequent competitive process. VA reserves the right to not reply to any emails, responses, and/or materials submitted. **DRAFT STATEMENT OF WORK B.3 STATEMENT OF WORK Title: Internet Services for Seattle VRE Jobs Labs & E-Benefits DESCRIPTION: The purpose of this contract is to procure, install and configure internet services for VA Job Labs and E- Benefits in five Seattle RO locations. Locations include the Jackson Federal Building (JFB), on the 1st floor Public Contact Office and the 13th Floor VRE Jobs Lab space, Mt Vernon VRE office, Lakewood VRE office, and Bremerton VRE office. LOCATION(s): 1. Department of Veterans Affairs 1420 Roosevelt Ave, Suite 1 (VA Telecom Room) Mt. Vernon, WA 98273 2. Department of Veterans Affairs Jackson Federal Building 915 2nd Ave, Room 106 (VA Telecom Closet 1st Floor) Seattle WA, 98174 3. Department of Veterans Affairs Jackson Federal Building 915 2nd Ave, room 13E11/12 (VA Jobs Lab Office) Seattle, WA 98174 4. Department of Veterans Affairs 5712 Main St SW, Suite 210 (VA Telecom Room) Lakewood, WA 98499 5. Department of Veterans Affairs 500 Pacific Ave, Suite 602A (VA Telecom Room) Bremerton, WA 98337 SCOPE: Procure internet services for the establishment of Jobs Labs and E-Benefits in the above listed locations for Veterans currently utilizing Vocational Rehabilitation and Education services and Veteran Service Center Public Contact. Equipment requirements Components/capabilities for this contract include: 10+ Mbps download capability 3+ Mbps upload capability Unlimited Data (No Data Caps) Leased/included internet modem (e.g. Cable or DSL) with integrated Ethernet switch (with a minimum of 4 LAN ports) Internet modem to be installed by the Internet Service Provider (ISP) in the VA Telecom spaces. (Bremerton/Mt Vernon/Lakewood) and near the VRE Jobs Lab (JFB 13E and JFB 1st Floor). Integration Contractor shall integrate internet capabilities in the Jobs Labs & E-Benefits station. To include delivery, install, setup, updates, and configurations for all locations. Integration shall include hardware, software and cable installation, and final connection. Contractor shall provide all necessary equipment, installation of cabling from all designated spaces to the Jobs Labs & E-Benefits station. Removal of existing components, if applicable. All unnecessary or replaced communications panels, electrical items, repeaters, processing units, panels and/or circuitry, hardware existing non-required cable and software will be removed and disposed of by the contractor. Operations Installed components must be integrated to a level of functionality that shall meet or exceed the specified requirements. NOTE: Attendance at Site visits for each location are highly recommended. GENERAL: PARKING AND VEHICLE ACCESS Parking for contractors and vehicle access to the building will be as directed by the Property Manager. WORK HOURS and PROCESSES All work must be conducted Monday-Friday, between 6:00am and 6:00pm. Government personnel are scheduled to occupy the building(s) during the hours of Monday through Friday, except for established government Holidays, 6:00 AM to 6:00 PM. Work shall be coordinated with the Contracting Offices to mitigate impacts on these spaces. Contractor working hours shall be established during Government Occupied Hours with any construction work to be completed outside Government Occupied Hours. Agency preference is that work shall be conducted during business hours 6:00 AM. to 6:00 PM. Monday through Friday each week except where it will disruptive to our employees to include (sounds/smells/etc). After hours work is limited and must be pre-approved by the agency Point of Contact (POC). Work shall be neat, clean, and organized. No equipment storage after each shift. OCCUPANCY Example: The premises will be occupied (daytime hours) Monday through Friday during the performance of this work but the Contractor may not close off immediate work areas to carry out the construction required (where and if approved by the Government POC). SPECIFIC TASKS REQUIRED: Integrate internet capabilities in the Jobs Lab & E-Benefits station. To include install, setup, updates, and configurations for all locations. Integration shall include software and hardware installation, and final connection. Contractor shall provide all necessary equipment, installation of cabling from all designated spaces to the Jobs Labs & E-Benefits station. Integration shall also include any additional communications panels, processing units and battery backups that may be required. ** Quotes shall include any/all equipment needed to satisfy the requirement(s) of this Statement Of Work** 4.1 PROHIBITED USES The Contractor shall prohibit his/her employees from entering spaces not pertinent to the work to be performed hereunder, from using telephones (except public, pay phones), and from disturbing furniture, papers, etc. belonging to the Tenant or to the US Government. 4.2 EMPLOYEE COMPLIANCE: The Contractor shall require his/her employees to comply with instructions pertaining to building regulations and conduct issued by duly appointed officials, such as the Property Manager, guards, or inspectors. 5.
