- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 68HE0519Q0005 and is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03. Responses may be submitted via email to the point of contact (POC): Sara King at King.Sara@epa.gov, no later than the close of business on August 28, 2019. The North American Industry Classification System code 423490 "Other Measuring and Controlling Devices" has a small business size standard of 500 employees. The product service code is 6665 "Hazard-Detecting Instruments and Apparatus". This requirement is a total set-aside for small businesses. Region 5, U.S. EPA, Superfund Division, Field Services Branch requires one (1) Portable, Electromagnetic Geophysical Sensor for real-time measurements to survey ground and sub surfaces. The unit must include all necessary hardware and software accessories to operate (cables, batteries/charger/power cable, case, shoulder strap, calibration tools, etc.). The desired unit has digital, programmable frequency domain electromagnetic (EM) geophysical sensor capabilities which can measure up to 50m in depth using a bandwidth range approximately 25 Hz to 96 kHz. Within this range, multiple frequencies (such as 10 frequencies) must be available for the operator to program into the system so that data are collected at different desired frequencies (which is correlated to different depths), this allows enough data to be analyzed later into a 3D image. Additionally, the unit must be capable of collecting, simultaneously, In-Phase data and ground conductivity data which can also be view in real time on an on-board data logger. The In-Phase capabilities include detection of ferrous and non-ferrous metals. The ground conductivity capabilities include measuring changes in the subsurface to detect differences between geologic changes in materials such as till, clay, sand, bedrock. The unit must be capable of measuring ground conductivity changes due to contaminant plumes which have higher or lower conductivity values than background soils. The unit will be used by field personnel so must be lightweight (around 10 pounds), rugged, waterproof, last 8 hours or on a single charge. The unit must also be capable of: minimizing 60-Hz power line noise by only allowing programming of odd harmonics of 30Hz; monitoring 60Hz noise values while surveying; and importing and merging GPS data to EM data. The unit should have data logging capabilities (with socket 655) and allow optional connection to a field laptop (i.e. RS-232 data cable, Bluetooth) for continuous downloading to a Windows Operating System PC. The unit/system should have a one-piece sensor system that does not require assembling coils. The recommended brand name and part number are identified below.
