Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No.12561519SAA04 is being issued as a Request for Proposals(RFP)and must be valid for 37 days. The NAICS code applicable to this acquisition is 334517. The USDA, ARS, MWA, National Center for Cool and Cold Water Aquaculture has a requirement / need for a New Perkin Elmer Health Science Wizard2 Gamma Counter w/5 Detector, 550 Sample Capacity or Equivalent. The gamma counter system measures gamma-emitting isotopes that are attached to hormones. This capability will be used to support hormone quantification via radio-immunoassy techniques. Most work will involve quantification of fish plasma hormone levels such as growth hormone, prolactin, Insulin-like growth factor-I and cortisol. The Technical Specifications include 1) Minimum of 5 NaI crystal detectors 2) Single or dual label counting capability for radioisotopes in the energy range from 15 keV to 900 keV. 3) Capacity for a minimum of 500 samples 4) Capacity for up to 13x90 mm tubes, including 10x75 and 12x75 and 12 x 50 mm tubes 5) Built-in computer with display screen and keyboard, Windows compatible. 6) Software with RIA evaluation capabilities. 7) Capacity to store a minimum of 50 assay protocols and has digitally selectable counting windows that can detect isotopes ranging from 15-1000 keV in energy. 8) Must not require sample height adjustment for sample counting. 9) Bi-directional conveyor operation, with automatic sample changing. 10) Self monitoring capabilities for instrument performance with standards. 11)Dust cover to protect samples. THE SALIENT CHARACTERISTICS: Awarded vendor must be able meet these minimum requirements: 1) Detector number is upgradable to a maximum of 10 detectors. 2) The system employs at least 5 x 2"x1.26" well type thallium activated sodium iodide crystal, which does not require the user to set the sample tube level in the detector to achieve optimal counting efficiency and capacity to correct for isotope decay. 3) The detector assembly must be shielded from ambient surroundings, especially from the conveyor (sample radioactivity) as well as being shielded from one another. 4) Correction capabilities for detector-detector crosstalk. 5) Capability to disable a deflective detector without rearrangement of samples. 6) Built-in computer system with RS232, USB, ethernet and serial output ports. 7) Datalogging: hard-drive or current formats compatible with USB drives. 8) Windows based software OS to keep instrument up to date. The instrument should also have a touch screen that allows easy access to user interface and makes the instrument control very fast and simplified. 9) Data analysis software is 21CFR Part 11 compliant, thus enabling assay QA/QC data reduction capacity that is certified. 10) Sample rack and sample id/tracking capability. The system can store up to 999 assay protocols, which can be called into use automatically with bar code clips. 11) Automatic correction for background and decay. 12) Dual-label counting capability. 13) Detector normalization capabilities to correct for detector to detector differences. 14) Sample automation uses a robotic elevator system to eliminate possible radioactive contamination and exposure to the "USER". 15) On-site installation required. 16) Minimum 12 month warranty on systems components. 17) Options for extended warranty/2nd year service agreement. 18) One-site Training required. 19) Delivery/Shipping shall be described and whether additional costs are associated with shipping. DESCRIPTIVE LITERATURE: Offerors shall submit 1 copy of the Descriptive Literature describing their proposed product in enough detail to ascertain whether the product meets the criteria listed above. References must have received the proposed product within the last three (3) calendar years (Government references preferred but will accept commercial references). EVALUATION & AWARD FACTORS: The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Proposal shall respond to each of the evaluation factors identified below. A technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: 1) Technical Factors, 2) Salient characteristics and minimum requirements, 3) Descriptive Literature, 4) Past Performance, 5) Warranty, 6) Price, 7) Delivery, 8) Installation, 9) Training. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the inspection clause nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.
