Description

The Bureau of Fiscal Service (Fiscal Service), on behalf of The Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC), intends to contract with Elsevier B.V., Radarweg 29, Mail Code: USGOV, Amsterdam, FO 1043NX, on a sole source basis. Elsevier has been identified as the only source capable of providing the required content in an arrangement that meets the requirements of the OFR. The proprietary, copyrighted, peer reviewed, scholarly e-Journals on issues critical to OFR and FSOC research are published by Elsevier which is their only distributor. The research conducted is advanced financial and econometric research related to near term and intermediate economic outcomes and their policy ramifications. Researchers using their expertise have determined that the listed journals are those critical in scope, content and emphasis for their current areas of research. The content of the journals are not offered for sale by any other vendor either in print or as online editions. The databases have unique search functionality and proprietary content not available from other vendors. Therefore, the required research journal references are available only from one applicable source from which the journals can be obtained directly.
