- The US Environmental Protection Agency (EPA), Region 2 intends to issue a purchase order, on a Sole Source basis, to EMD Millipore Corporation for one-year comprehensive service agreement to properly maintain 15 Millipore water treatment systems: (1) Elix 5 (PM only); (1) Elix 70 (Service Total + PM); (8) Milli-Q Advantage A10 (3-Service Total + PM; 2-Advanced Coverage + PM; 3-PM only); (1) Milli-Q Direct 16 (Service Total + PM); (1) Milli-Q Direct 8 (Service Total + PM); and (3) Milli-Q Integral 5 (2-Service Total + PM; 1-Advanced Coverage + PM). The service agreement is being procured under the authority of FAR 6.302-1. This procurement will be in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are not being requested and a written solicitation will not be issued. The service agreement is needed to properly maintain the 15 Millipore water treatment systems located in the U.S. Environmental Protection Agency Region 2 Laboratory. These units are designed to generate and deliver very high purity water for use in environmental laboratory operations. The EPA has a requirement for the one-year Milli-Q service plan. The service plan is limited to EMD Millipore Corporation because EMD Millipore is the original manufacturer of the water treatment systems. EMD Millipore is the only source that can properly troubleshoot, repair and maintain the water treatment systems. EMD Millipore is the sole manufacture of spare parts and consumables for the water treatment systems. This notice is not a request for competitive quotations. However, any firm believing it capable of meeting EPA ¿s requirements may submit technical documentations to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 10 calendar days of the posting of this notice. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. A determination not to compete this requirement based upon responses to this notice is within the discretion of the EPA.
