- The Department of Veterans Affairs, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle for all maintenance and repair of Phillips Pinnacle. SERVICES REQUIRED Contractor is to provide full service contract for the NJ Healthcare System- East Orange campus, during the approximate term of 1 Oct 2019 through 30 September 2020. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. The results of this notice will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. Statement of work SUMMARY: The Biomedical Engineering department at VA New Jersey Health Care System is requesting Full Service contract covers all maintenance and repair of government owned PHILIPS Pinnacle Professional System at the New Jersey Healthcare System, East Orange Campus. PHILIPS PINNACLE EQUIPMENT: Site ID: 51231616 - Digital Diagnostic Dual Detector located in Brick CBOC Site ID: 82722 - Easy Diagnostic Digital System located in East Orange Campus Site ID: 41444391 - Big Bore CT System located in East Orange Campus Site ID: 103271, 103272 - Digital X-Ray Diagnostic-Digital R/F system located in East Orange Campus Site ID: 506353 - Digital X-Ray Diagnostic-Digital R/F system located in Lyons Campus Scope or Tasks (for services): The contractor shall replace/repair any component/part that fails including labor cost for duration of contract. This Pinnacle Professional equipment/software is used effectively for preparing patient plans at Radiation Oncology Department. Contractor shall provide full hardware warranty extension, software enhancements, unlimited telephone and web-based technical support. Servicing the equipment consists of but is not limited to troubleshooting, replacement of worn or defective parts, calibration/adjustment, cleaning and lubricating. Preventive Maintenance includes but is not limited to cleaning, calibrating, adjusting, replacement of worn or defective parts, verification of manufacturer s operational characteristics and specifications and lubrication. It is the intention that all equipment repairs and or Preventive Maintenance Inspections (PMI) will be performed in accordance with manufacturer s guidelines, will result in the equipment operating according to manufacturer s specification and will be done in accordance with industry standard practices. Glassware and flat detector are covered. Preventative maintenance will be done during 8am to 5pm. WORK SPECIFICATIONS: Work to be performed, which is not covered under this contract, must be pre-approved by the Biomedical Engineer and/or designee and a purchase order issued for the work to be performed. Failure to obtain prior authorization will result in NON-PAYMENT of charges incurred. Payments are made in arrears. Payments will not be made for parts and or services that are requested by anyone other than the Biomedical Engineer and/or designee or for incomplete or incorrect invoices. Requests for technical telephone support will be responded to within 2 hours. Vendor will be on site to begin repairs within eight (8) business hours of initiation of service call by the Medical Center. Repairs will be completed and unit returned fully to manufacturer specifications within 16 business hours of initiation of service call. Major assemblies replaced will be guaranteed against defects and/or failure for a period of one (1) year from date of installation. All other components will be guaranteed for a period of ninety (90) days. HOURS OF COVERAGE All work performed under this contract will be during the hours of 8am to 5pm and the days of Monday through Friday. Exclusions: Weekends and Federal Holidays. DOCUMENTATION: a. The service representative is required to leave or email a service record at the time the work is completed. The report will contain at least the following information: brief description of the purpose of the call; work performed; parts used.
