- Pursuant to FAR 5.201, Army Contracting Command - Warren (ACC-WRN) hereby provides notice of an upcoming solicitation for a five year Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for the acquisition of Family of Heavy Tactical Vehicles (FHTV) Protection Kits and ancillary 20 foot Tricon International Organization for Standardization (ISO) Containers (NSN 8150-01-491-2678). The contract will include FHTV Protection Kit variants as follows: - Heavy Expanded Mobility Tactical Truck (HEMTT) A4 Long Term Armor Strategy (LTAS) Armor B-Kit, NSN 2540-01-552-6333 - Palletized Load System (PLS) A1 LTAS Armor B-Kit, NSN 2590-01-608-8184 - M915A5 LTAS Armor B-Kit, NSN 2540-01-592-0557 - HEMTT Tanker Armor Module (TAM), NSN 2540-01-542-0885 - HEMTTA4/PLSA1 Underbody Armor Kit, NSN 2540-01-591-9452 The anticipated period of performance is Calendar Year (CY) 2020-2024. The contract will be for a maximum total quantity of 5,400 each FHTV Protection Kits with 2,700 each ISO Containers and minimum total quantity of 16 each FHTV Protection Kits with 8 each ISO Containers. Delivery of First Article Inspection kits shall be 240 days after contract award and follow on production delivery shall be 240 days after receipt of order at a rate of 90 kits per month. Delivery will be FOB Origin ACC-WRN will solicit this action as a total Small Business Set-Aside (SBSA) under source selection procedures in accordance with FAR 15.3. As a result of the forthcoming solicitation, ACC-WRN intends to award a single five year IDIQ contract to the source whose proposal represents the best value to the Government. ACC-WRN will evaluate proposals based on two factors, past performance and price. Past performance is significantly more important than price. ACC-WRN may rmake the TDPs available via an amendment to this presolicitation annoucement prior to RFP release. ACC-WRN intends to release the solicitation in 4th quarter CY2019 with a closing response date of 45 days after release of the solicitation. ACC-WRN anticipates awarding the resulting contract by July 2020. In addition of being considered a small business for the specific NAICS code of this acquisition, offerors must meet the following qualification requirements to be eligible for award: - In order to receive the technical data package, all bidders are required to execute a Use and Non-disclosure agreement (NDA) binding each bidder to the terms and conditions of the agreement and vendors will also need to have access to FedBizOpps (www.fbo.gov). A copy of the non-disclosure agreement may be found at http://contracting.army.mil/acyinfo/contractorforms.htm, or as an attachment to the solicitation when the solicitation is issued on the web. An official authorized to legally bind the company must sign the NDA. Upon execution of the NDA, it must be returned to the Contract Specialist, Anthony Giacchina, by email @ anthony.j.giacchina.civ@mail.mil.
