- The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, on behalf of the Tennessee Valley Healthcare System (TVHS), is issuing this pre-solicitation notice for the anticipated issuance of solicitation number 36C24919Q0442. Said solicitation is intended to illicit quotes for boiler inspection services at the TVHS. The North American Industry Classification System (NAICS) for solicitation number 36C24919Q0442 will be 811310. NAICS 811310 s size standard is $8.0 million dollars. In accordance with FAR 52.204-7, System for Award Management (SAM), all prospective offerors must have an active SAM's registration at the time quotes are received and at the time of award. Scope of Work: TVHS currently contracts for boiler inspection services. Contractor shall provide all labor, material, and travel costs necessary to perform semi-annual inspections of the fire tube and waist heat boilers listed within the statement of work from October 1, 2019 thru September 30, 2020. Unless otherwise noted, all inspections performed shall be conducted by certified technicians as outlined within the statement of work. Four option years are included in this firm-fixed-price order. This requirement is a 100% percent set-aside for Veteran Owned Small Business (VOSB) concerns under the authority of 38 U.S.C §8127 (d). Only those VOSB s listed and viewable in the Center for Verification & Evaluation (CVE) database located at https://www.vip.vetbiz.gov/. The CVE database will be checked at the time of offer submission as well as prior to award. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made. Prospective Offerors must obtain copies of solicitation documents from FedBizOpps (FBO), which will be available on or about August 27, 2019. By registering at FBO (http://www.fedbizopps.gov), offerors will have access to downloading all available attachments. Offerors must be registered in SAM and have a Data Universal Numbering System (DUNS) number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Quotes will be evaluated utilizing the comparative analysis process as described within Federal Acquisition Regulation (FAR) Part 13.106-2 (b) (3).
