- Stream Gages East Fork Salmon River near Clayton, Idaho The Department of Interior, Bureau of Reclamation, Pacific Northwest Region has a requirement with The Idaho Power Company (IPC) which owns, operates, and continuously maintains an air bubbler system for the purpose of stream flow stage monitoring and Geostationary Operational Environmental Satellites (GOES) telemetry equipment for the purpose of providing near real time data. The applicable North American Industry Classification System (NAICS) is 541990 and the size standard is $16.5 million. The work consists of IPC maintaining rating curves for the site; making and maintaining a field log of routine field activities such as discharge measurements and for reporting unusual conditions encountered in the field. The Government intends to procure specialized services on a single-source basis, in accordance with 41.U.S.C.1901 as implemented by FAR 13.501, Only One Responsible using Simplified Acquisitions Procedures. The entity to which the Government intends to award is The Idaho Power Company. Reclamation intends to award one firm fixed-price contract. The initial period of performance (base year) shall be September 1, 2019 through August 31, 2020, with four 1-year options with an end period of performance of August 31, 2024. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued. All capability statements received within 15 days after the publication of this announcement will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
