Description
THIS IS NOT A SOLICITATION. This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Veterans Health Administration (VHA) Regional Procurement Office, Network Contracting Office (NCO)-16 in Houston, Texas is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought (SS) announcement. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Any information submitted by respondents to this SS is strictly voluntary. All businesses eligible to provide this service are encouraged to reply as this information may be used to determine potential set-asides for the above-noted service. This is NOT A REQUEST FOR QUOTE or an announcement of a solicitation. OVERVIEW: The Veterans Health Administration (VHA) Regional Procurement Office, Network Contracting Office (NCO) 16, has a requirement for acquiring a licensed professional counselor to perform pre-employment psychological assessments and annual re-evaluation services for VAMC police officers at the Central Arkansas Veterans Healthcare System (CAVHS), Little Rock and North Little Rock, Arkansas divisions to determine an officer s suitability to carry a firearm. It is anticipated that this will be for a base, plus four (4) additional, one (1) year option periods to be exercised at the government s discretion. The successful offer must be able to: furnish all labor, personnel, supervision, and material to provide the services listed in the performance work statement. NAICS: 621112 Offices of Physicians, Mental Health Specialists SIZE STANDARDS: $12M Description/Scope/Objective: The contractor to provide annual psychological assessment of all CAVHS VA police officers and pre-employment screenings for applicants. The contractor shall provide CAVHS VA police officers, investigators, physical security specialists and supervisors, to include chiefs, annual reexamination to determine continued emotional suitability to carry firearms. Services are to be performed off-site. The Contractor shall designate a central point of contact for scheduling appointments. Labor to include: The Contractor shall provide all labor, personnel, supervision, and material to provide the services listed in the performance work statement. The Contractor shall provide a licensed professional counselor/psychologist who has the appropriate educational qualification, experience and licensure commensurate with the particular job responsibilities as required to perform this service. The individual must at a minimum hold a PhD in psychology and a license to practice independently in the state of Arkansas. II. VETERANS FIRST CONTRACTING PROGRAM: The Department of Veteran s Affairs is dedicated to the Veterans First Contracting Program and encourages any certified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) capable of furnishing the required services to respond. In accordance with Veterans Affair Acquisition Regulation (VAAR) sections 819.7005 and 819.7006, if a sufficient number of eligible SDVOSB or VOSB firms are identified during market research the acquisition will be set-aside for SDVOSB or VOSB participation. III. INFORMATION REQUESTED FROM INDUSTRY: Please submit your response (capability statement) with no more than 5 pages in accordance with the following: Include the business name, physical address, point of contact: email address and phone number of the appropriate representative of your company; DUNS number, NAICS code Indicate whether your company, subcontractors, teaming partners, joint ventures have a federal Socio-Economic status, (e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone). If Service- Disabled or Veteran Owned Small Business, is your company and/or partners registered in VA s VetBiz repository? What services or products are sub-contracted? Please provide a breakdown of what your company sub-contracts. Please provide percentages of the work you will be providing as self-performed and sub-contracted. If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA, GWAC, IDIQ, Contract Number and/or BPA number with relevant Special Item Numbers (SINS) applicable to this requirement. Has contractor provided similar services? (Contractor shall provide in capability statement a list of active contracts for commercial, federal, state, and local governments. List of contracts shall provide communication of the government requirement illustrating the capability for comparison).
