- THE PURPOSE OF THIS NOTICE IS TO CONDUCT MARKET RESEARCH: The Department of Homeland Security, Federal Law Enforcement Training Centers' (FLETC) Artesia, New Mexico, facility is conducting market research to determine the feasibility of combining three existing service contracts into a single contract. Each of these contracts is currently being performed by three different small business concerns and have a total combined value of approximately $1 million per month. The contract numbers and a brief description of work for each of the existing contracts are as follows: 1. HSFLAR-15-C-00001: Facility Support Services: Period of Performance: Facility Support Services currently provides program management, logistics support, janitorial services for training and office areas, facilities maintenance, grounds maintenance, bio-waste services, materials, parts and supplies for FLETC Artesia. Solicitation No. (RFP) HSFLAR-14-R-00003. 2. HSFLAR-17-D-00002: Student Support Services: Currently provides transportation, recreation, fleet support, drivers training and firearms support, uniform and equipment issue, educational aid, materials, parts, supplies for FLETC Artesia. Solicitation No. (RFP) HSFLAR-17-R-00001. 3. 70LART18APFB00001: Transportation Services: Currently provides motor coach services to/from airport for incoming and outgoing students. Solicitation No. 70LART18QPFB00026. Currently, the Facility Support Services maintenance, janitorial, logistics and warehouse employees are under a Collective Bargaining Agreement with the International Union of Operating Engineers, Local 953, AFL‐CIO, effective dates October 1, 2018 to September 30, 2021. Current Wage Determination is CBA-2015-8231 Revision 3 dated 10/23/2018.
