Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) to procure a small, rugged, digital, and portable x-ray system without competition as prescribed in FAR 13.106-1. Thex-ray system is a small, rugged, digital, and portable x-ray system that includes the x-ray machine, the digital imaging panel (collector), a laptop for x-ray operation and data acquisition, and a cart that integrates all components into a small portable form factor. The portable x-ray systems are used to collect data to assist with determining fractures in specimens for injury biomechanics. These devices allow the Injury Biomechanics and Protection Group to assess injuries during post mortem human surrogate (PMHS) or cadaver testing to establish human injury tolerances and develop metrics with which Soldier personal protective devices should be designed to withstand. DICOM Solutions is the only vendor found to integrate separate components from two manufacturers to create a rugged, digital, and portable x-ray system. An x-ray system that is portable, small, can traverse non-smooth surfaces, and has the capability to achieve a higher resolution is necessary to conduct PMHS work without compromising the experimental test, identify fractures at the earliest possible exposure level, and therefore create the most accurate biofidelity and injury risk curves for material developers to design the most effective personal protection equipment and occupant platforms for the Soldier. Using a single vendor to integrate the separate components ensures compatibility with connectors/signals between the x-ray machine and digital imaging panel as well as the proper software management for data acquisition. This will save considerable time and troubleshooting efforts for the Government and keep research on schedule. The North American Industry Classification System (NAICS) for this requirement is 334517 and PSC 6525. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 10 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least ten (10) days after the publication of this notice, the solicitation will be issued as a sole source requirement to DICOM Solutions, Inc.
