Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-2019-444 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-88. The North American Industry Classification (NAICS) Code is 541519 and the business size standard is $15.0M. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institute on Diabetes, Digestive, and Kidney Disease (NIDDK) intends to contract on a sole source basis with OptumInsight Life Sciences, 1100 Optum Circle, Eden Prairie, MN. 55344 to access OptumInsight's data related to healthcare claims stratified by race and other social economic factors. Background NIDDK's Division of Kidney, Urologic and Hematologic (KUH) Diseases supports basic research in normal kidney function and the diseases that impair normal function at the cellular and molecular levels, including diabetes, high blood pressure, glomerulonephritis, and polycystic kidney disease. KUH provides research funding and support for basic, translational, and clinical research studies of the kidney, urinary tract, and disorders of the blood and blood-forming organs.
