- The USDA, Agricultural Research Service, is issuing this Two-Step Invitation for Bids (IFB) for the modernization of the Grassland, Soil, and Water Research Laboratory (GSWRL) in Riesel, Texas. The GSWRL Modernization will be a Design-Bid-Build onstruction project using the Two-Step Sealed Bidding process as detailed in FAR 14.5. The USDA has developed a complete set of Construction Documents (plans and specifications) showing and describing the project's requirements. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (27-AUG-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
