THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE BUREAU OF INDIAN AFFARIS (BIA). REQUIRMENT: The Bureau of Indian Affairs (BIA) is seeking a qualified vendor to install a security camera system at BIE BACA DLO ¿AY AZHI Community School in accordance with the attached draft statement of work ELIGIBILITY: North American Industry classification System (NAICS): 561621 Security Systems Services Product Supply code (PSC): N063 Installation of Equipment, Alarm, Signal, and Security Detection Systems Set-Aside: Indian Small Business Economic Enterprise (ISBEE) Place of performance: BIE BACA DLO'AY AZHI Community School located in Prewitt NM Respondents shall include the following information in their submissions: 1) Name of Company 2) Company Address 3) Duns and Bradstreet Number (DUNS) 4) Commercial and Government Entity (CAGE) Code 6) Point of Contact (include telephone number and email address) 7) Brief Capabilities Statement of Company (Statements should describe recent and RELEVANT past performance to the NAICS code identified within this notice). 8) Applicable information as it pertains to this announcement, to include but not limited to the following: specifications of the unit that meets exceeds the product identified above, or specific details on the company ¿s capability as it relates to this service requirement. Note: All Businesses working with the Bureau of Indian Affairs (BIA) MUST be registered in the System for Award Management (SAM) Database and have a positive standing. The purpose of this market research is to survey prospective vendors in order to collect data, comments, and other information pertaining to this industry. Upon review of the responses to this sources sought notice, the Bureau of Indian Affairs (BIA) will determine if a set-aside (in full or in part) or procurement through full and open competition is in their best interest. Indian Economic Enterprise (IEE) and Indian Small Business Economic Enterprise (ISBEE) set-asides take precedence. The Bureau of Indian Affairs (BIA) is under no obligation to award a contract as a result of this announcement. No funds are available to pay for any information received from potential sources. All information submitted in response to this announcement is strictly voluntary. Only electronic mail will be acceptable for vendor's submissions. STATEMENT OF WORK FOR SECURITY CAMERA SYSTEM FOR BIE BACA DLO ¿AY AZHI COMMUNITY SCHOOL 2.0 BACKGROUND: Installation of IP security camera system with viewing inside the front office at BIE Baca Dlo ¿Ay Azhi Community School, located at I-40 Exit 63 North Frontage Road Prewitt, NM 8045. Baca Dlo ¿Ay Azhi Community School is a U.S. Department of Interior, Bureau of Indian Education (BIE) School servicing Native American Indian students in grades K-6. The school currently has an analog security camera system for monitoring the school that needs to be replaced. 2.1 Objectives: Baca Dlo ¿Ay Azhi Community School is requesting services to install security surveillance cameras monitor activity inside and outside the school buildings. Cameras must be able to record footage 24 hours a day in video and still format for replay and or print at a later date. A mandatory of 30 days of continuous recording history is required to be onsite. The project requires the replacement of 25 existing cameras and installation of 27 new cameras (52 total). See the map in attachment 1 for current and future camera locations. 2.2 Scope: Installation services include the planning, development of design, management and operations and clean-up of the site at Baca Dlo ¿Ay Azhi Community School. A site visit will be scheduled and attendance is mandatory to submit proposals on this requirement. 2.3 Tasks: 2.3.1 Network Video Recorder Requirement a. One network Video Recorder(s) (NVR) required for school front office. No refurbished equipment accepted. NVR shall be a 2x32 channel system to the school NVR, 32 channel, H264 up to 6 MP, HDMI, 8-SATA, with 28 TB each to provide 30 days of continuous recording. b. NVRs should be a maximum channel amount to provide adequate surveillance to an approximately four (4) acre, 78,815.46 square foot facility. c. Centralized enterprise management for management of NVR, users and user permissions, and centralized access of live video and recordings. d. Network Video Recorder must be certified to work with ACTi NVR 3.0 and ACTi CMS 2.0 e. Server storage requirement is a minimum of thirty (30) days for the NVR. f. NVR hardware must be rack mountable. g. A channel license for each camera to be supplied by vendor h. Video surveillance supplier to coordinate with contracting officer representative (COR) on network configuration best practices. i. NVR to be manufactured warrantied for minimum of 3 years. Monthly software and maintenance warranty for three years with additional cost to cover periods beyond three years. j. School Administrator must be able to view live and recorded video from computers. k. A 50 ¿ LED 1080 monitor shall be installed in the school front office for monitoring purposes. l. The Contractor will be responsible for the disposal of any equipment or material that was removed during the installation process. m. Equipment placement will be housed in the Administration Building, front office. 2.3.2 Surveillance Cameras a. Vendors shall supply 42 each 2x32 channel cameras b. Vendor to configure the camera frame and compression rates to maximize storage and bandwidth utilization. c. The school administrator will have viewing capabilities. d. Vendor to configure the surveillance system software to retain a minimum of thirty (30) days of recordings, with minimum of 15 FPS. e. Vendor shall install the server and camera licensing, configure the camera ID and description (using Building and locations provided by Baca Dlo ¿Ay Azhi Community School), and Vendor shall provide drawings including network configuration and device location. f. Vendor is responsible for all mounting hardware, brackets, and accessories as required by manufacturer and/or site conditions to successfully place the cameras per proposal. g. Cameras must be compatible and cross-listed with ACTi NVR 3.0 and CMS 2.0 software if universal. h. Exterior cameras shall be a minimum of: ¿ 4MP WDR Varifocal Bullet Network Camera ¿ Specialties 900 MHZ T/R outdoor transmitter/receiver for camera wireless communication Image resolution Pixel-Per-Foot (PPF) ratings at a minimum of 40 PPF which is enough to view a human face. i. Mounting hardware to be same manufacturer as the camera equipment. j. All cameras field of view to be coordinated with Baca Dlo ¿Ay Azhi Community School base resolution of 40 PPF. k. All cameras to be warrantied for a minimum of 3 years. Monthly software and maintenance warranty for three years with additional cost to cover periods beyond three years. Including inspection of cameras, focus, and cleanliness. l. All cameras updated to latest firmware at time of purchase. m. All cameras are to be secured/password protected as part of security best practices. n. All penetrations and length and type of conduit on building exteriors will be approved by the school. o. The Contractor will be responsible for the disposal of any equipment or material that was removed during the installation process. 2.3.4 Training a. The vendor shall provide comprehensive training in the operation and management and maintenance of the camera surveillance software and platform. b. Training should include camera setup, including motion detection sensitivity and masking. 2.4 Government Furnished Property (GFP): Government property shall not be furnished. The site currently has a pair of multi-mode fiber (dark and unterminated) located in almost all buildings that are to be utilized for a Closed Circuit interior and perimeter video network. Termination points consist of 110 volt power. The vendor provide all supplies, equipment, personnel, and materials necessary to complete work.
