Page 2 of 2 The Department of Veteran Affairs, Network Contracting Office (NCO) 19 - anticipates soliciting proposals and awarding a contract for Custom Sterile Surgical Packs/Custom Procedure Trays (CPTs) for the Veterans Integrated Service Network, Region 19 (VISN 19) Veterans Heath Administration (VHA) Medical Facilities located throughout the region. The Contractor shall provide all labor; materials, transportation, equipment and supervision, in compliance with federal, state and local regulations, to provide for a Custom Sterile Surgical Pack Program for the production and delivery of individualized CPTs. The Custom Sterile Surgical Pack Program will include but not limited to; pack manufacture, sterilization, quality assurance, packaging, electronic communication, electronic ordering, reporting, and delivery. A component catalog schedule and pack configuration schedule will be included in the solicitation which participating medical centers will use to facilitate the assembly of CPTs to meet specific facility requirements. All aspects of pack manufacture, packaging and sterilization must adhere to the quality control standards set by the FDA and meet specified compliance requirements of the Trade Agreements Act (TAA). The solicitation will be conducted in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 15 (Contracting by Negotiation) and will be evaluated with procedures therein. The solicitation will be advertised as a Service Disabled Veteran Owned Small Business (SDVOSB) Set-aside. The Government intends to award Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract in accordance with all terms, conditions, clauses and specifications of the Request for Proposal (RFP) 36C25919R0099. The term of the contract is expected to be for one (1) year with four (4) one-year options. The NAICS code is 339113 - Surgical Appliance and Supplies Manufacturing with a size standard of 750 employees. The solicitation documents will be issued on or about September 15th, 2019. The date is not firm and may change due to events out of our control. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. Important Notice: Offerors must apply for and receive verification from the Department of Veteran Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status. Offerors must be both VISIBLE and VERIFIED by the Department of Veterans Affairs CVE in the VA Vendor Information Pages (VIP): https://www.vetbiz.va.gov/ at the time of proposal submission and prior to contract award. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
