- The U.S. Army Contracting Command-New Jersey, on behalf of Combat Capability Development Command (CCDC) Armaments Center, Picatinny Arsenal, NJ is currently seeking potential sources for the manufacture, inspection and delivery of a quantity of 1,600 M240 Chamber and Discriminator Assemblies. The Chamber and Discriminator Assembly is used on the M240 Coax Machine Gun to allow for use of the M21 Blank Firing Attachment (BFA) on vehicles (M1A2 Tanks) in order to fire 7.62mm M82 blank ammunition during training when simulated live fire is desired. The Discriminator is used on the feed tray of the machine gun as a safety feature when the M21 BFA is in use to prevent live ammo from entering the barrel chamber. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY PROGRAM BACKGROUND. Specifications: The Chamber and Discriminator Assembly shall be produced and accepted to the Government provided Technical Data Package (TDP). The TDP is marked Distribution D (Authorized to the Department of Defense and DoD contractors only). Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the TDP. (See www.dlis.dla.mil/jcp/ for instructions and information). Requests for the TDP shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached). In order to provide the data to foreign subcontractors offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. Vendor must demonstrate the ability to manufacture investment casted parts. • Must have investment casting capability. • Must have the state of art CNC machining, wire EDM, and design software manufacturing. • Must have capability of cutting compound angles and profiles with tight tolerances and high accuracy. • Must be US based company. • Must be AS9100/1SO 9001 Certified and ITAR registered • Government drawing will be provided to vendor for Government purposes only and cannot be reproduce for commercial application. SUBMISSION INFORMATION: For Further Information - All responding sources shall provide: 1. Summary of their company's capabilities, including organization name, cage code, address, and point of contact identification. 2. Experience in manufacturing military small arms weapons, accessories, assemblies and spare parts. 3. Experience with fabrication techniques including: investment castings, steel forgings, machining from billet stock with tolerances as tight as 1/1000 of an inch (or higher), heat treating capabilities, and final protective finish capabilities. 4. Registration with the State Department under the International Traffic in Arms Regulations (ITAR). 5. Inspection capability to include compliance with International Standards Organization (ISO) 9001:2008 or equivalent. 6. Confirmation of established configuration management procedure to include protecting proprietary technical data. 7. Personnel's past experience. 8. Current production capacity per month. 9. Company size status (Small or Large business). ELIGIBILITY The applicable NAICS code for this requirement is 332994- Small Arms, Ordnance, and Ordnance Accessories Manufacturing with a Small Business Size Standard of 1,000 employees.
