- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential Vendor Information Pages (VIP) Verified (www.vip.vetbiz.gov) Service Disabled Veteran Owned Business (SDVOSB) or Small Business, Veteran Owned Business (VOSB) sources which can provide the following equipment: Description: Spectra Scanner and Scanning Software 3D Prosthetics and Orthotics Scanner. 1 each MFR: VORUM P/N: 1210 STATEMENT OF WORK (SOW) 1. Contract Title Handheld 3D Scanner for Clinical Prosthetic and Orthotic Application 2. Background The VA Mobile Orthotic & Prosthetic Services (Mobile OPS) project aims to deliver specialty orthotic and prosthetic clinical care to Veterans that are unable to come to VA facilities. This will be achieved by delivering these services in the patients home or whatever environment is most suitable. To streamline the delivery of mobile services and to reduce the size of the clinician toolkit, digital technologies will be employed. Such digital technologies include 3D surface scanning, computer-aided design (CAD), and semi-automated fabrication. 3. Scope Acquire a handheld digital scanner appropriate for obtaining surface scans of residual limbs and body segments. Accurate: With up to 0.1 mm resolution, you can capture every bump and contour for better fitting custom devices. Fast: Eliminates the casting process. Obtain design-ready scans for all types of prosthetic and orthotic devices in minutes. Safe and reliable: Uses a safe, high quality blue light projector and single camera to capture the 3D image. A permanent record: The detailed 3D patient shape can be electronically stored indefinitely and referred to for reimbursement justification and device replacement or repair. Unaffected by nearby metal objects: Scan your patient in a bed or wheelchair. Real-time feedback: the 3D shape emerges on screen as you scan. 4. Specific Tasks The device should: Scan a 3 dimensional object (a residual limb or body segment) and produce a digital file of that object Scan within +/- 1mm accuracy Be compatible with current hardware and software already in use (Vorum, Vancouver BC) within VA VISN 20 Prosthetic Clinics To run the Spectra scanning software, we recommend the following computer system configuration: Operating System:64 Bit Professional Windows 7, 8.1, or 10 Processor: Intel Core i7, 6th Generation or newer, with at least 4 cores Memory:8 GB RAM or greater Storage Space:500 GB or greater Video: nVidiadesktop or mobile GeForce 950 or better.QuadroP/K2000 or better USB Controller: USB 3.0 Port Other: mouse, soundcard and speakers We recommend the following laptops to run Spectra: Dell: Inspiron i7 -Model 7342BLK-PUS Lenovo:P51, P52, Y530 i7 Hewlett Packard: Hewlett Packard Omen -Model 1UG71UA Asus: FX503V ROG Acer: G3-572-72YF 5. Performance Monitoring (if applicable). A. Not applicable 6. Security Requirements. The C&A requirements do not apply. A Security Accreditation Package is not required 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A. 8. Other Pertinent Information or Special Considerations. A. None 9. Risk Control. There is limited risk. No PII or PHI will be transferred. 10. Place of Performance. VA Hospital Seattle Division, 1660 S Columbian Way, Seattle, WA 98108. 11. Period of Performance. One (1) ARO 12. Delivery Schedule. The vendor may bill The Government for all goods. Records Management Language for Contracts for SOW The following standard items relate to records generated in executing the contract and should be included in a typical Electronic Information Systems (EIS) procurement contract: 1. Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. 2. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to useA260-16-P-0307 dispose of, or disclose such data contained therein as it determines to be in the public interest. 3. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. 4. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. 5. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. 6. The Government Agency owns the rights to all data/records produced as part of this contract. 7. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. 8. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. 9. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. 10. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
