- The Department of Veterans Affairs, Harry S. Truman Memorial Veteran s Hospital (Truman VA), Research & Development Service supports translational medical diagnoses and therapeutic outcomes research for the advancement of Veterans health initiatives. The Truman VA needs a multi-mode reader with data storage files that are compatible with data storage files generated by BioTek equipment already deployed in the Truman VA Research Service to support over twenty researchers. Any additional option capabilities must be from the same vendor to assure fully integrated software control. Truman VA requires the purchase of a BioTek Cytation 5 Hybrid Multi-Mode Reader to include: BioTek Cytation 5 Hybrid Multi-Mode Reader configured as follows: Multi-mode Reader and Accessories One (1) each multi-mode reader with the following capabilities: monochromator fluorescence; monochromator ultraviolet light and visible light absorbance; time-resolved fluorescence (secondary mode) and luminescence; incubation to 65 °C; linear, orbital, double-orbital shaking. Configurable and upgradeable to include the following capabilities: cell imaging including fluorescence, brightfield, high contrast brightfield, color brightfield, and phase contrast; Alpha detection; CO2 and O2 gas control; and reagent injection. Data storage files must be compatible with data files generated by existing equipment. One (1) each instrument function, and data acquisition and analysis software One (1) each instrument installation at Truman VA and training of research personnel. General Compliance/Accreditation. The MMR shall be manufactured in full accordance with the highest industry standards for safety and performance. Compatibility with existing equipment. The MMR shall be compatible with existing plate reader mechanical configurations and data storage files, and must allow use of industry standard disposable and non-disposable equipment. Non-proprietary Components. Replacement parts shall be non-proprietary and commercially available at competitive costs in the United States to the greatest extent possible. Modern Design/Ease-of-Use. The MMR will utilize current design and technology to promote powerful and easy-to-use interaction with researchers. Installation will be performed by properly trained and/or certified personnel of contractor and will include equipment calibration and training for research employees. Contractor will ensure correct equipment assembly in accordance with manufacturer specifications; ensure calibration of all equipment in accordance with manufacturer specifications; and ensure training conducted is in compliance with manufacturer specifications. This is a Sources Sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (large business, small business, 8(a), SDVOSB, etc.), relative to NAICS code 334516. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Based on responses to this synopsis, the Government may issue this RFQ as a Brand Name or Equal requirement in accordance with VAAR Clause 852.211-73 on eBuy or Fed Biz Ops. This notice is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller of all the items listed above, may submit a capability statement to the contracting office than no later than Tuesday, September 3, 2019 4:00 PM EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
