- ----------- SUMMARY: Aggregate Base delivered to Dos Palmas Preserve 6,000 Tons, Class 2, 3/4 minus, Natural ----------------- SUBMIT QUOTES ONLY TO: TIrvine@BLM.gov BY 5PM PST 09/11/2019 ----------------- All responses to this notice must be In Accordance With (IAW) the attached Solicitation Provisions, Salient Characteristics and Specifications, Contract Clauses, Terms, and Conditions. All responses must be submitted via email to TIrvine@BLM.gov no later than 5pm PST on 09/11/2019, which allots sufficient solicitation response time for these circumstances, in accordance with FAR Paragraph 5.203(b). ----------------- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This notice, incorporated solicitation provisions, and contract clauses, terms, and conditions are those in effect through Federal Acquisition Circular 2019-02. Referenced FAR clauses are available in full text at: https://www.acquisition.gov/?q=browsefar. ----------------- This will be a firm-fixed price contract, 100% Total Small Business Set-Aside, awarded to the offer that represents the overall best value and lowest risk to the government. The North American Industrial Classification System (NAICS) code is 212319. The business size standard is 500 Employees. ----------------- An Offeror is required to be registered in SAM when submitting an offer or quotation in order for its offer to be considered responsive, IAW the Solicitation Provision 52.204-7 SYSTEM FOR AWARD MANAGEMENT. Offers will be evaluated on the basis of Low Price Technically Acceptable (LPTA), and using Simplified Acquisition Procedures (SAP). Details on how government will evaluate offers for this specific requirement are found in the Solicitation Provision 52.212-2 EVALUATION - COMMERCIAL ITEMS. ----------------- For a Quote to be considered Responsive, at minimum, the offer must be submitted on time to the email above, and must include: - the offeror's name and DUNS number, as it is registered in SAM - a list of all federal contracts awarded in the past 5 years, if any - an offeror's capability statement, as it relates to this Requirement - a legibly-filled SF-18 form that indicates total number of units, price per unit, and the total price of the quote, including delivery Any quote that is emailed or otherwise offered in any way directly to the Requiring Office shall be disqualified from competition and considered non-responsive. ----------------- NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (28-AUG-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
