Description
The purpose of this RFQ amendment is to answer vendor questions. The following information is hereby incorporated into solicitation 36C24419Q1121: A. Vendors submitted the following questions. The government has provided a response to each question. 1. Although we are not a service disable veteran owned small business, one of the two owners is a veteran and in addition we have a veterans program certified by the VA for our employees whom have served. The Department of Veterans Affairs relies exclusively on a company s registration in the Vendor Information Pages (VIP) to verify SDVOSB or VOSB status. VIP can be accessed at https://www.vip.vetbiz.va.gov/. 2. We are a qualifying small business but do not fall under any of the other categories listed, we are also aware that all contracts for the VA give preference to SDVOSB or VOSB. As we only have small business status, will we still be considered for this solicitation? The government is accepting responses from SDVOSB, VOSB, and Small Business concerns for this solicitation. The solicitation incorporates tiered evaluation criteria as indicated in ATTACHMENT D: SOLICITATION NOTICE OF TIERED EVALUATIONS. Award will be made in accordance with the indicated order of preference. 3. Is it possible to be informed if there is an incumbent and if so who this is? All current and prior federal contract information is publicly available through the Federal Procurement Data System (FPDS) www.FPDS.gov. 4. We are planning on providing a quote and would like to know in what format is preferred? Specific instructions regarding the quote are indicated in ADDENDUM TO FAR 52.212-1 Instructions to Offerors Commercial Items, on pages 11 and 12 of the solicitation document. The price quote must be included in the PRICE/COST SCHEDULE included in section 7 (pgs. 9 and 10) of the solicitation document. 5. There is a section of the solicitation that specifies a quality workflow process in accordance with the VA Performance Standards, are you able to point us towards these standards? The Contractor s quality assessment workflow shall indicate how they will ensure compliance with the performance measures and standards indicated in Attachment A: Quality Assurance Surveillance Plan (QASP). 6. Can you please tell me who the incumbent contractor is for the requirement being solicited under the subject solicitation number? All current and prior federal contract information is publicly available through the Federal Procurement Data System (FPDS) www.FPDS.gov. 7. What previous award amount? All current and prior federal contract information is publicly available through the Federal Procurement Data System (FPDS) www.FPDS.gov. 8. Who is the incumbent contractor? All current and prior federal contract information is publicly available through the Federal Procurement Data System (FPDS) www.FPDS.gov. 9. Have there been any modifications to the original contract that affected the previous amount? All current and prior federal contract information is publicly available through the Federal Procurement Data System (FPDS) www.FPDS.gov. 10. How many drivers are currently being used? This is proprietary business information. In submitting a quote for this requirement, it is the contractor s responsibility to outline a staffing plan in accordance with the Instructions to Offerors Commercial Items, on pages 11 and 12 of the solicitation document. The staffing plan should meet the requirement in a way that is appropriate and specific to the contractor s business. 11. What is the estimated number of pick-ups per day? Historical data from 2018 and 2019 indicates that the number of monthly trips ranges from 17 to 42. The average is approximately 28 trips per month. 12. Will the VA be providing coolers for transporting specimens? VA Pittsburgh Healthcare System does provide coolers. 13. Can we receive a copy of the Wage Determination? All wage determinations are available at www.DOL.gov. The contractor is responsible for identifying the correct wage title and rate in accordance with Solicitation Section 10: Additional Information, (pg 16), and including this information in their quote in response to this solicitation. 14. Is the contractor required to pay for the required TB testing and yearly Influenza vaccination? Yes. ************** All vendor questions have been addressed in this amendment, and further questions may not be submitted. The response time for solicitation 36C24419Q1121 remains 2:00 PM EDT on 08/30/2019.
