Description
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an order to Northrop Grumman Mission Systems (NGMS), under an existing Basic Ordering Agreement, for the procurement of six (6) Barrett Asymmetric Digital Datalink Computer (BADDC) air assemblies and a quantity of four (4) BADDC ground assemblies to support the operation of special payloads on MQ-9 aircraft and allow the aircraft to operate on the United States Air Force (USAF) communications network. For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements." The BADDC system was designed and developed specifically for the USAF and Intelligence Community (IC) to allow control of payloads on the MQ-9 and other intelligence platforms. NGMS is the sole designer, developer, manufacturer, and integrator of the BADDC. The use of another system would cause unacceptable delay to fulfilling agency requirements and would void the aircraft's Authority to Operate on the USAF satellite communications network. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
