- Description
- The US Department of Energy (DOE), National Energy Technology Laboratory (NETL), intends to issue a sole source contract to Colorado Engineering Experimental Station, Inc. (CEESI) in accordance with the FAR 6.302-1. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. Any interested party should contact the below Contract Specialist named for more information regarding this posting, all correspondence shall be received no later than 13 September 2019 at 1700 ET. The Colorado Engineering Experimental Station, Inc. (CEESI) is the sole organization that has an existing test facility for testing sensors including advanced electrochemical sensors. CEESI has the NETL required closed loop system where natural gas, oil, and water are measured individually by reference meters and then comingled into a multiphase flow stream where the customer ™s meter, called the Meter Under Test (MUT), experiences multiphase flowing conditions. The MUT is characterized at different gas, oil, and water flow rates. The multiphase flow then is separated by a 3-stage, gas-liquid separator. After the gas-liquid separation, the oil and water are separated using an oil-water liquid separator. The separated natural gas, oil, and water streams are then recirculated back to the reference meters. Testing parameters include items such as 1000psi pressure, 70-90F degree temperature range, 80-100F degree dew point range, 90% and 100% humidity values, and at specific flow rates. The action is a sole source to CEESI. NETL has immediate need for CEESI to provide facility and testing of advanced electrochemical sensors and fiber optic sensors. These experiments are related to the environmental and corrosion monitoring of natural gas pipelines. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified in this notice. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
