- THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. The U.S. Fish and Wildlife Service, Joint Administrative Operations, intends to award a sole-source purchase order under the authority of FAR 13.106-1 to Telonics, Inc., 932 E. Impala Avenue, Mesa, Arizona 85204, for the purchase of: 11 GPS-Iridium collar, with Cast-1 for Mexican Wolf (TGW-4577-4); and 3 GPS-Iridium collar, with Cast-1 for Mexican Wolf (TGW-4477-4) to be delivered to the U.S. Fish and Wildlife Service, New Mexico Ecological Services Field Office, Mexican Wolf Recovery Program, Albuquerque, New Mexico. The Mexican Wolf Recovery Program has utilized a variety of radio-telemetry/GPS collars and the wolves are notoriously hard on collars. This causes the collars to fail. Each failed collar causes additional time, expenditures, and stress to wolves to recapture and replace collars. Telonics Irridium larger collars for adult wolves and small collars for pups have performed flawlessly in the last two years. Telonics, Inc. GPS-Iridium collars provide reliability and appropriate technology for the Mexican Wolves. The proposed contract action for Telonics, Inc. GPS-Iridium collars for which the Government intends to solicit and negotiate with only one source 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b)(1), only one responsible source. The Government intends to make an award by end of November 2018. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. The associated North America Industry Classification System (NAICS) Code is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a Size Standard of 1,250 number of employees. A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested firms may identify their interest by providing a capability statement no later than Friday, September 6, 2019 at 1400 MT. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required item. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to Telonics, Inc., Mesa, Arizona.
