- VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) RS2 Software Upgrade and Direct Support Agreement Acquisition Plan Action ID: 36C244-19-AP-4850 1. Contracting Activity: Department of Veterans Affairs, VISN 4, VA Pittsburgh Healthcare System 646-19-4-5079-0102 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: New requirement, emergent need. Provide, and install, software version updates for RS2 Technologies Access It! Universal from current version 5.0.6.5 to the latest version, 7.0.0.17. Provide a new, Direct Services Agreement for RS2 Technologies for updated application. Program, configure, test, and commission all aspects of the solutions provided. Estimated contract value: XXXXXXXXXXX 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This Justification is being issued as an Urgent & Compelling. This is due to recent problems in the RS2 PACS access control system compromising safety and security. On 8/19/2019 and again on 8/24/2019 loss of elevator operation in the Building 29 psych wards was due to database corruption attributed to the old RS2 software conflicts with recent network system updates to MS Server 2014 and Windows 10. Miller Information Systems (MIS) maintains and services the RS2 Technologies Access It! Physical Access Control System (PACS) used exclusively by VAPHS. The system consists of twelve-hundred access card readers, one-thousand individual panic alarms and one hundred intrusion detection systems covering over 2 million square feet of building space. While the RS2 system is commercially available, system configuration is unique to VAPHS. RS2 resides on the VA computer network and technical risk including risk of network failure increases significantly for service providers not familiar with VAPHS network and security systems. The existing SCP-E controllers for the RS2 system are maintained and programmed by MIS. Software configuration and data tables are customized for VAPHS and undue risk would be incurred if a different vendor is selected to install, configure and test the updated software. In addition to the need to maintain continuity of data, this is an urgent requirement due to existing and, potentially, further impact on clinical services. Procurement via MIS is required due to their VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 unique familiarity with RS2 configuration and datasets at the VAPHS. MIS is an authorized RS2 dealer and direct support agreements may be purchased through authorized dealers. 4. Description of market research conducted and results or statement why it was not conducted: The program office was provided with a list of three RS2 authorized dealers in the Pittsburgh area; geographic proximity was considered and the request for resellers limited to the Pittsburgh area based on the urgency of the requirement. These dealers are MIS, M&P Security Solutions, and Condortech. The original installation of the RS2 PACS was completed under VA244-17-F-4944 with Condortech. Condortech is a GSA contract holder (GS-07F-0142L), has the required line items on contract, and is an authorized dealer in the Pittsburgh region (Fairfax, VA). However, the primary technicians and programmers that completed this work are now employed by MIS. Over the past two years MIS has been utilized for several RS2 related micro-purchases. Their familiarity with the evolving system is necessary to make the emergency fix. Lastly, M&P Security Solutions is not registered in SAM s. Based on the above this Urgent & Compelling requirement is best suited to be completed by MIS. Items are not on SEWP, VIP showed several results, but none of the results are authorized RS2 dealers in the immediate area of need. M&P Security Solutions quote states it is a veteran owned business, but it is not registered in VIP nor in SAM. 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
