Description
Veterans Health Affairs, Network Contracting Office 5, is issuing this Notice of Intent to Sole Source to identify any potential sources that have the resources and capabilities to provide is ISDN Communication line accounts as described below that will not interrupt the continuum of service. This requirement is defined primary by existing hardware already in use at the Martinsburg, WV Veterans Affairs Medical Center, 510 Butler Avenue Martinsburg, WV 25405. Statement of Work 1. INTRODUCTION/BACKGROUND: a. The purpose of this procurement is establishing a contract to which monthly phone bills can be charged against. b. The VHA Office of Emergency (OEM) is been charged with maintaining the VHA Continuity of Operations (COOP) Facility at the Martinsburg, WV VAMC. This Facility needs to afford VHA Key Staff members the same functionality they have at their official duty station. This would include the availability of various forms of virtual communications. (i.e. conference calls, teleconferencing). These functions require ISDN/BRI communication lines. OEM also maintains a warehouse facility to store supplies that would be needed in the event of a COOP activation and need to be stored in a climate controlled space near the Martinsburg, WV VAMC to allow for easy access. Since there is no space at the VAMC and the items are stored off site, VA security requires a security system. A phone line is required to allow for system monitoring. 2. MAJOR REQUIREMENTS: The primary requirement of this procurement action is to establish a means for making monthly payments to telecommunications service provider for 12 ISDN/BRI lines and one telephone line. The service requirement is to provide connectivity that will allow virtual communications in the form of teleconferencing and video conferencing, internet access, and phone service. 3.
