Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, 36C247 has a need for twenty (20) wound assessment cameras plus software, to include implementation services. Please read entire document thoroughly. (ii) The combined synopsis solicitation number is 36C24719Q0955. It is issued as a Request for Quotation (RFQ). (iii) This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2019-05. (iv) The combined synopsis solicitation is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS is 334111. Business size standard is 1250 employees. Note, interested Service Disabled/Veteran Owned Small Business [SDVOSB/VOSB] Offerors must be listed and registered in Vendor Information Pages (VIP) at www.vetbiz.va.gov in order to qualify for this set-aside. (v) This combined synopsis solicitation is for the purchase of twenty (20) wound assessment cameras plus software, to include implementation services. Responses shall be on an all or none basis. No partial submissions will be accepted. The Government reserves the right to not award at all if it is determined that the quotes received are not fair& reasonable and/or not in the best interest of the government. Camera must include a LED flash Camera settings must include an auto-exposure, fixed focus Minimum resolution of 5 MP Must be capable of taking 3D measurements Measurements are to include the following: Length Width Perimeter Surface Mean Depth Max Depth Volume Area Reduction Tissue Type Percentage Must be capable of manual wound tracing Image scale calculations must be automatic and not require contact Must include analysis and reporting tools in software that includes the capability of making trend graphs Camera must be USB wired (not wireless) Minimum working distance for image taking of 235 mm Minimum depth of imaging field of 100 mm Minimum horizontal field of view of 170 mm Camera must be capable of guided image capture that includes laser lines Minimum wound measurement size of 2 x 2 mm Image capture time must be less than 2 seconds Operating System must be Windows 10 or greater is available at time of delivery Minimum display resolution of 1024 x 768 Must be compatible with VA Vista Imaging and CPRS Systems Must be DICOM compatible Must be FDA Approved (viii) Delivery on or before September 30, 2019 at the expense of the offeror, FOB destination to Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, SC 29401. (ix) Quotes are due no later than 5:00 PM EST on September 05, 2019 by e-mail at Duaita.roseboro@va.gov. Offers received after the time specified in the solicitation are considered late and may be considered if the action would not unduly delay the acquisition or are deemed to be in the best interest of the Government.
