- The purpose of this amendment to Combined Synopsis/Solicitation Number 36C25619Q1383 for the purchase of a lease agreement for a new and cost-saving inbound mail and package receiving and Mailing System equipment to include supplies, updates and service contract, including all required hardware, software, maintenance and services necessary to manage mail operations for the Gulf Coast Veterans Health Care System in Biloxi, MS is to respond to vendor questions and to extend the closing date on this solicitation. This Acquisition is Set Aside 100% for Service-Disabled Veterans Owned Small Business The closing date on the solicitation is extended from 4:00 PM CST on August 29, 2019 to now read 4:00 PM CST on September 4, 2019. Questions and Answers: Question 1: Can the Government remove the requirement for Ink Cartridge capable of yielding up to 100,000 impressions and non-contact spray envelop sealer? Answer: The Government requires a mailing system meeting these specifications. Question 2: Will the government please accept a solution that uses either non-contact spray or pump fed pads to seal envelopes? Answer: The Government requires a mailing system meeting these specifications. Question 3: Is it a requirement that all USPS transaction be funded through the USPS prepaid trust account per Chapter 4100, Requirements for using Depositaries to Hold Public Money, Section 4131 Accounts of Agency Contractors of the Treasury Financial Manual? Answer: The Government uses ACH through the local Fiscal department. (ex. We send funds to our account that we have with the vendor and we have access until all funds are gone, then we go back to fiscal to request more funds. Through 2237) Question 4: In order to reduce Government administrative costs in funding of metering systems, does the Government requires that the proposed equipment and associated technology allow the Government to fund one postage metering account to cover all US Postal Service transactions processed by the equipment at both locations? Answer: Yes. Question 5: Will the government accept a speed of 135 lpm while in weight in motion mode? Answer: Yes. Question 6: Can the government allow for both portrait and/or landscape envelopes? Answer: Yes. Question 7: Will the government please remove the requirement for the thick insert ability up to 6 mm w/standard high capacity versatile feeder? Answer: No. This specification is required to meet the requirement for multiple letters going into an envelope. The Government requires at least 6. Question 8: Will the government please provide samples of inserts that are up to 6mm think or will the government please remove this requirement? Electromechanical Double Document Detection Answer: This specification is required to meet the Government need for mailing letter. The minimum insert capacity required to meet the Government s need is 1200. Question 9: Will the government accept a solution that uses electromechanical or light sensors for double document detection? Answer: No; to meet the Government s requirement must be electromechanical for use with existing equipment. Question 10: Is it required that all software solution have a VA TRM approval? Answer: Yes. Question 11: Can the government change this requirement to PC and monitor and remove the 21.5 touch screen requirement? Answer: No. PC will not meet this requirement. Question 12: Is it required that all software solution have a VA TRM approval? Answer: Same as Question 10. Question 13: Is it a requirement that the system provides for the use of the lowest prices offered and available to federal agencies pursuant to the US Postal Service GSA Schedule 48 Contract including but not limited to Commercial Plus Pricing? Answer: Yes, the Government has a permit. Question 14: Can you government confirm that the required speeds of 140 and 75 letters per minute are based on running standard #10 envelopes that are less than 1 oz in weight? Answer: Yes. Question 15: Is it a requirement that all USPS transaction be funded through the USPS prepaid trust account per Chapter 4100, Requirements for using Depositaries to Hold Public Money, Section 4131 Accounts of Agency Contractors of the Treasury Financial Manual? Answer. Yes.
