- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation no. 140L4319Q0108 has been issued as a Request For Quotation for a firm fixed price commercial items supply contract for CLIN 0001 for 15,000 Tons of chip rock; CLIN 0002 for 9,000 Tons of Crushed Aggregate 1 ¿ ¿ 0; CLIN 0003 for Crushed Aggregate 2-1/2 ¿ ¿ 0; and (4) option for additional quantities of 1,300 Tons of Crushed Aggregate 1 ¿ ¿ 0 in accordance with the attached specifications to be delivered to the Nestucca stockpile within the vicinity of the Northwest Oregon District area of responsibility. The performance period is from 100 days after date of award. Optional quantity lines are included. The required delivery date is 100 days after the date of award with an estimated start date of delivery on 07/01/2020. The delivery location and place of acceptance is a stockpile site 15 miles north of Willamina, OR, F.O.B. Destination (see attached maps). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-04 dated 08/07/2019. The provision at 52.212-1, Instructions to Offerors ¿ Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation ¿ Commercial Items, applies to this acquisition; options will be evaluated in accordance with this provision. The following factors shall be used to evaluate offers: Past Performance and price. Past Performance is significantly less important than price. Quoters are advised to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ¿ Commercial Items, with its quote. The clause at 52.212-4, Contract Terms and Conditions ¿ Commercial Items, clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders ¿ Commercial Items and the clause at 52.217-6 Option for Increased Quantity applies to this acquisition. The Contracting Officer may exercise the option by written notice to the Contractor within thirty (30) days. This requirement is set-aside for SMALL BUSINESS. The NAICS code is 212321 and the small business size standard is 500 employees. The basis of award is the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
