Description
This is a solicitation announcement for the U. S. Department of Agriculture, Agricultural Research Service, Agricultural Research Service, Crop Improvement and Protection Research, 1636 E. Alisal Street Salinas, CA 93905. This announcement is a total set-aside for Small Business Concerns. The USDA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the Contract documents, Plans, and Specifications, summary of which is provided below: This project contains Items as listed below: To coordinate construction and interconnection of new arrays with team designing and constructing the new building complex. Below is a basic outline of new building locations. Also note changes to site electricity distribution. Contractor to be prepared to connect either existing or new electrical service pending schedule of construction of new buildings. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to enter into a firm fixed-rate Energy Savings Performance Contract - Energy Sales Agreement (ESPC - ESA) with a single Contractor for the purchase of electricity generated from onsite PV systems located at the Crop Improvement and Protection Research Laboratory (CIPRU) in Salinas, California. For CIPRU, there are two physically separate campuses, each with its own electrical connection to PG&E and associated meters, accounts, and sub-stations. An official site visit has been scheduled for September 19, 2019. (See AGAR 452.237-71) The Contractor, at its own expense, shall furnish all engineering, design, construction, personnel, supervision, facilities, permitting, materials, equipment, transportation, supplies, USDA distribution system impact study and all resulting upgrade requirements, all electrical service and telemetry upgrades required by PG&E based on results of the their interconnection studies or other requirements, by code or by need to accommodate proposed arrays and services necessary to install, operate and maintain on-site solar PV systems capable of performing the requirements of the attached Statement of Work and in accordance with all solicitation and contract terms and conditions provided therein over the life of the contract period. This acquisition is structured as a service contract (with a construction component) under the ESPC authority, 42 USC 8287 and FAR Part 41 - 41.102---Applicability (b)(7). The selected Contractor must meet all ESPC authority requirements, including the requirement that there be annual cost savings, a performance guarantee and annual measurement and verification. The current and forecasted electricity "Price to Beat" for each project site. Completion Time: 365 calendar days after receipt of the Notice to Proceed for the construction phase. Prior to commencing work, the contractor receiving award shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20 (b)(2)) with 30-hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor or subcontractors on site shall have the 10-hour OSHA certified Construction Safety course. This project is set-aside for Small Business firms (SB). The North American Industry Classification Code (NAICS) for this procurement is 221114 - Solar Electric Power Generation Contractors and size standard 250 employees apply. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $1,000,000 and $5,000,000. The government intends to award a Firm Fixed Price Contract in April 2020. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA will provide no hard copies. No other site shall be used to obtain these documents. All interested offeror's (prime contractors & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Offeror's responsibility to register at the FedBizOpps website. Offeror's are advised that they are responsible for obtaining ALL solicitation documents and acknowledging any amendments and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the USDA. Prospective contractors shall complete electronic annual representations and certifications at http://www.sam.gov/SAM/, shall be registered in the System for Award Management database at http://www.sam.gov, shall be verified in the VA Vendor Information Pages prior to submitting an offer, and shall have completed the VETS-4212 report at: http://www.vets4212.dol.gov (if applicable).
