- The National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) is issuing this Request for Proposal (RFP) as a means of communicating with industry interested in supporting the requirements for the Consolidated Program Support Services (CPSS) acquisition activity. The CPSS acquisition includes three separate Source Evaluation Boards for the following disciplines: Program, Planning, and Control (PP&C) Project Coordination (PC) Configuration and Data Management (CDM) This RFP is for the CPSS PC acquisition which is the follow-on competition for the existing Marshall Integrated Program Support Services (MIPSS) PC task order. CPSS PC includes general project and program coordination support. The Contractor shall provide these services based on the needs of the programs, projects, and organizations. The Office Information Technology Management Support work area is to provide Office Information Technology Management (OITM) support. The Contractor shall provide these services based on the needs of the programs, projects, and organizations. The Space Act Agreement and Enhanced Use Leases Support work area is to provide Space Act Agreement (SAA) and Enhanced Use Lease (EUL) support. The Agency enters into SAAs with various partners to advance the NASA mission and program objectives, including international cooperative space activities. The Agency enters into EULs to out-lease NASA-held real property, provided the tenant policy is mission focused and there is a future mission requirement. The Contractor shall provide these services based on the needs of the programs, projects, and organizations. The CPSS PC acquisition is a total Women-Owned, Small Business (WOSB) set-aside. The CPSS PC contract will provide mission service PC support for MSFC (including work performed at the NASA Space Science and Technology Center and Michoud Assembly Facility; however, it will also include an indefinite-delivery, indefinite-quantity (IDIQ) component to provide additional PC support services to MSFC and other NASA Centers, including Component Facilities and Technical & Service Support Centers, as identified in subsequent awarded task orders, and at such other locations as may be approved in writing by the Contracting Officer. The CPSS PC contract period of performance will include a one-year base period and seven one-year option periods (to be exercised at the Government's discretion). The PC mission services and PC IDIQ portion of the contract are anticipated to be firm-fixed-price. The Contractor shall maintain proper security of proprietary information and other "Sensitive but Unclassified" information. No security clearance is required, unless specified in future task order requirements. In some cases, individual non-disclosure agreements may be required for Contractor access to the proprietary business information of other companies. Previous postings for this requirement include: 1. On July 25, 2019 the Government posted a Draft Request for Proposal. Industry Overview Charts were added to the Draft Request for Proposal on August 5, 2019. Questions were due back on August 14, 2019 and were considered in formulation of the final RFP, at the discretion of the Government. 2. On September 18, 2018, a Request for Information/Sources Sought Notice (Reference Number: MSFC-PS22-CPSS) was posted on FedBizOpps requesting capability statements from small businesses with a due date of October 3, 2018. On September 28, 2018, an amendment was released to extend the response date to October 9, 2018, and to provide supplemental technical requirement information. 3. On November 9, 2018, a Special Notice (Reference Number: MSFC-PS22-CPSS-SN001) was posted on FedBizOpps to inform industry of the anticipated three-contract approach and socioeconomic opportunities for each contract. General Information: All responsible sources may submit an offer in response to the solicitation which will be considered by the Agency. The anticipated release date of the solicitation is on or about September 12, 2019. Potential offerors must monitor the FedBizOpps website for updates related to this acquisition.
