- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to issue a one-time purchase order to the small business Federal Resources Supply Company 325-G Log Canoe Circle Stevensville, MD 21666-2165 for the purchase of TruNarc Handheld Narcotics Analyzers and Training. The FBI's Field Offices are in need of a reliable narcotics trace detection system that can be used during field drug tests to detect the presence of heroin, fentanyl, fentanyl analogs, carfentanil, and other harmful drugs without having unnecessary risk exposure. For compatibility purposes of items already utilized, the FBI Hi-Tech Organized Crime Unit requires the following: -Part # 800-01015-01 Thermo TruNarc Unlimited Model with 5 years warranty (qty 23) -Part # 810-01461-01 Thermo TruNarc Solution Kit (Type H) for identification of Heroin and other special narcotics (qty 23) -OEM Certified New Equipment Training for Thermo TruNarc (instructor-led, 8 hours, up to 16 seats per class) (qty 23) -CONUS Shipping Costs This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website (www.fbo.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 - Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested small businesses may identify their interests and capability to respond to this requirement by contacting Kate Petek via email only at kepetek@fbi.gov no later than 9:00 AM CST on 5 September 2019. Interested parties must be able to quote Thermo TruNarc brand; substitutes will not be accepted. Responses sent via other means (i.e telephone call, facsimile transmission, etc.) will not be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective 4 September 2019 to receive Government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
