Description

THIS IS NOT A COMPETITIVE SOLICITATION. This is a COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/) The RFQ (Request for Quote) number is N0018919QZ475. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-05 and DFARS Change Notice 20190809. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The proposed contract action is for commercial supplies for which NAVSUP Fleet Logistics Center Norfolk Contracting Department intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however, all bids, proposals, or quotations received by closing date will be considered by the government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This supply action is for an optical clock upgrade that includes an additional laser and Crystalline Mirror Solutions. Menlo Systems, Inc. is the Sole Source provider for these supplies. This acquisition will result in a firm fixed price contract under NAICS 334510 and the size standard is 1,250 employees. The delivery location will be Washington, DC and the required delivery date is no later than January 15, 2020. Description/Remarks QTY CMS mirrors, 8E-16 at 1 second (best effort 5E-16 at 1 second) 1 Additional 689 nm CW laser with driver and locking electronics. Required for stirring 1.5 GHz higher than the 2nd stage cooling laser frequency. 1 Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The quote shall include price(s), a point of contact, name and phone number, business size, and payment terms. Quotes shall be submitted to Robert Keating via email at Robert.g.keating@navy.mil not later than 12:00 PM on 10 September 2019. The response must clearly indicate the capability of the quoter to provide the exact item specified. Vendors responding to this solicitation are advised that, prior to award, the government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.
