Description
AMENDMENT 0003 TO SOLICITATION RFQ 140P6219Q0039 for Roof Replacements at Buffalo National River, Harrison, AR. The purpose of this amendment is to provide the Government's responses to questions posed by prospective quoters and to relay additional information by the Government. ____________________ 1. QUESTIONS AND RESPONSES: "Q" - Represents the question received. "R" - Represents the Government's response to the question. "AI" - Additional Information from the Government. Q-1: Are the shingles on the roof to be replaced with 3-tab asphalt shingles, or architectural shingle. R-1: The existing 3-tab shingles are to be replaced with architectural shingles. - - - - - - - - - - Q-2: How are the tree limbs to be handled that interfere with the work on the roofs? R-2: The Park will be responsible for trimming/removal of tree limbs and vegetation that interfere with Contractor's work performance. - - - - - - - - - - Q-3: The solicitation states the contractor will be responsible for addressing rotten decking and fascia components before installing new roofing products. What percentage of wood will need replaced? R-3: As the SOW states in Section II, Description of Work/Scope, Roof Spec: The structures will have no more than 20% wood replacement per structure. - - - - - - - - - - Q-4: What type of material is to be used to replace the rotten decking and fascia components? R-4: When replacing rotten decking and fascia, Contractor should utilize materials that are in-kind with the existing decking on the structure. - - - - - - - - - - Q-5: Is there any fee to access the Park? R-5: No. - - - - - - - - - - Q-6: What color are the shingles to be? R-6: The Park recently had buildings reroofed and they were reroofed with Tamko shingles, the color is Weatherwood. The shingles being installed should be a like color to the Tamko Weatherwood. - - - - - - - - - - Q-7: Is there room for Contractor to stage a dumpster at the locations? R-7: Yes; and the dumpster location at each of the sites will be determined by the Government. - - - - - - - - - - Q-8: Since there is no Position Classification for "Roofer" on the Wage Determination for this project, what position classification should be used? R-8: The Department of the Labor's response is that there is no process nor can DOL provide a Wage Rate for a classification not listed on the Wage Determination until AFTER AN AWARD HAS BEEN MADE. It is the contractor that determines the proper labor mix to perform the work. If the Contractor awarded the contract is of the opinion the work to be performed is not covered under any of the classifications on the Wage Determination, a "Request for Conformance" should be initiated by the Contractor. The Contracting Officer, nor can a potential contractor, initiate a Request for Conformance before award. - - - - - - - - - - Q-9: What length roofing nail should be used? R-9: With the exception of Pavilion #2 and Pavilion #3 at Buffalo Campground, roofing nails shall not protrude more than 5/8" past the decking. For the Pavilions, the roofing nails shall not have surface penetration through to the interior. - - - - - - - - - - Q-10: The flammable storage building has 1/12 pitch with 3 tab shingles, a whirley bird for venting and skylights. (Photo of building included with this Amendment) Manufacturers will not warrant anything under a 3/12 pitch for architectural shingles. R-10: In error, the Park identified this building in Attachment 1 as having a 5/12 pitch roof. This is an oversight on the part of the Park. A modified bitumen, 2-ply, low slope roofing system is an acceptable alternative for the roof. The final roof surface would need to be similar in texture and color to the shingles used on all other buildings. The modified bitumen would need to be installed by a certified installer because the installation complexity is moreso than standard shingles. The whirly bird should also be removed and replaced with a standard ridge vent. The skylights are also to be removed to eliminate future leak areas. The Contractor can patch the plywood where the skylights are removed with proper decking similar to remaining portions. - - - - - - - - - - AI-11: An updated Wage Determination has been issued and is included in this Amendment. The revised wage determination replaces the previous Attachment 4 of 01/04/2019. The updated Wage Determination is General Decision Number: AR20190019 08/09/2019. It is titled ATTACHMENT 4, Revised Wage Determination The counties where work is to be performed are as follows: NEWTON COUNTY: Ozark Campground Pumphouse, Erbie Campground Pumphouse, Lost Valley Pumphouse, Kyles Landing Campground Pumphouse, Pruitt Maintenance Yard Pumphouse MARION COUNTY: Buffalo Point Campground Pavilion #2, Buffalo Point Campground Pavilion #3, Buffalo Point Campground Mid-Level Pumphouse, Buffalo Point Maintenance Yard ____________________ 2. If there were any questions asked or submitted by interested parties and were not addressed in this amendment, email the Contracting Officer no later than Friday, December 15, 2017 at 4:00 p.m. central time. 3. Potential Quoters are to consider the information furnished in this Amendment 0002 in the preparation of his/her quote. 4. Should any of the information in this Amendment 0003 contradict, change, add, or delete any instructions, information, or work specifications provided in the original solicitation documents or previous amendments issued, the information contained in Amendment 0003 is deemed to take precedence and will supersede that specific information found to be contrary to, or lacking from the original solicitation documents and previous amendments, except when a subsequent amendment has been issued for clarification or correction. Other exceptions include apparent clerical errors, and minor informalities or irregularities that are merely a matter of form and not of substance. 5. Any and all amendments that have been issued against this solicitation are to be acknowledged by the Quoter and submitted with his/her quotation. 6. Reminder that instructions for submission of a quote can be found in Attachment 8 of the solicitation. 7. SOLICITATION CLOSING DATE AND TIME, as per Amendment 0002, is extended to Thursday, September 5, 2019 at 1:00 p.m. central time. Quotations are to be e-mailed so they are received by the Contracting Officer not later than that date and time.
