Special Notice Request for Information Only The Department of Veterans Affairs, NCO20 is looking for sources of the following. Department of Veterans Affairs Seattle VA Medical Center Research and Development Overview: Sealttle VAMC requires Prospective contractors to provide the following Media Production System: Media Sterilizer and Automated Media Pourer Brand Name or Equal per FAR 52.211-6 Brand Name or Equal to Microbiology International 1 EA CHEMIDOC MP IMAGING SYSTEM BUNDLE to Include: 1 ea 23-E048 Systec MediaPrep 20 Touch (23 liter capacity) 1 ea 23-E108 MediaFill 440, 90mm 1 ea 99-I103 Installation & Training 1 ea 23-A305 60mm Conversion Kit (incl. 60mm revolver, 220/60mm carousel) Objective: To Provide the Seattle VAMC Research and Development with Media Production System: Media Sterilizer and Automated Media Pourer Salient Characteristics The Media Sterilizer will be used on a daily basis for our research using C. elegans, bacteria, and yeast models of disease. The Media Sterilizer must be able to prepare between 2 and 20 L of media per cycle, and conduct multiple cycles per day, to accommodate media usage in the laboratories. The Media Sterilizer must mix and sterilize media reliably and quickly, must possess a filling port for sterile addition of salts and drugs for certain experiments, and be capable of connecting with the Automated Media Pourer. It must have programmable controls including cleaning cycles. The Automated Media Pourer must be able to produce several types of sterile agar plates, each of which will be used in the lab daily. Typically, 1800 plates are used each week. This high demand for plates requires a reliable source able to mass produce consistent and sterile plates. The Automated Media Pourer must be capable of pouring 600 or more plates per hour. The Automated Media Pourer must offer multiple plate-holder carousel sizes. It must be able to pour multiple volumes with easy to change plate-holder carousels and rotors. The pourer must be easy to sterilize and maintain, and have a long life expectancy even with frequent use. The Media Sterilizer must: Have a digital screen and touch button interface Be able to connect to deionized (DI) water lines and automatically fill with DI water Be able to make between 2 and 20 L of sterile media Have a covered filling port for the sterile addition of temperature sensitive products post sterilizations Accurate temperature sensing capabilities to ensure complete media sterilization and ability to record and display or print temperature read outs from throughout previous cycles. Pre-programmed cleaning cycle to ensure proper maintenance of the machine Ability to start program at predetermined times, in order to maximize efficiency Maintain uniform characteristics of media between batches i.e. sterility, thoroughly mixed, exposed to same temperatures. These variables will increase reproducibility of experimental data. Be able to work in conjunction with an automatic media pouring system Be able to automatically sterilize the automatic pouring system with each use Ability to detect presence of water and cease program should water not be present Pressure vessel must be corrosion resistant Employ a no-touch locking system with automatic opening and closing to increase sterility as well as safety of lab employees Must have the ability to prevent certain program aspects from being changed by anyone other than head of media operations within the lab. The Automated Media Pourer must: Have a user friendly and easy to understand interface Have carousel capacities up to 600 plates for 90mm x15mm plates as well as 60mm x15mm plates. Carousels are easily stackable and removable for mid-pouring exchanges and can be pre-stacked to enable smooth pouring transition without constant refilling of empty plates. Carousels have handles on the outside to allow for easy removal and placement. Ensure precise and uniform filling of plates to set volumes (1-1000 mL) Must have a simple and automated way to properly empty, clean and sterilize tubes before and after media batches. Avoid spilling between pouring of plates, particularly with less viscous media. Quiet operation with little noise or vibrations Powerful UV light to automatically sterilize tubes used for pouring prior to beginning of each program Ability to start program at predetermined times, in order to maximize efficiency Shaker function to evenly distribute media in plate. Cooling system to regulate media temperature during and after pouring. Ability to fill test tubes and vials with media Be able to connect to and work in conjunction with a media sterilizing system with no transfer of media necessary from one machine to the other Ability to store over 90 individualized programs. GREY MARKET REQUIREMENTS (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. This is not a request for competitive quotes; however, any firm that believes it can meet these requirements vendor may give written notification to the Contracting Officer within 6 days from the date of the publication of this synopsis. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Responses are due by 09/09/2019 11:59 pm PST. In accordance with FAR and VAAR Part 8 and/or 13, this notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, 19 Jan 2017.
