- Sole Source Determination This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopsis of Proposed Contract Actions." US Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract withPacific Power Group, LLC. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements. Contractor shall provide all labor, materials, and personnel to accomplish the troubleshooting and repair for the port and starboard MTU Series 60 engines onboard the Survey Vessel Elton. PacificPower Group, LLC is the only known source having the proprietary knowledge and information relating to the MTU engines installed on the Survey Vessel Elton. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 336611 - Ship Building and Repairing. The size standard is 1,200 for this NAICS code defined by the U.S. Small Business Administration. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by 07:00 AM local time on 09 Septemeber 2019, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
