- i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. This solicitation is a request for quotation (RFQ) for a firm fixed price purchase order for two (2) Utility Terrain Vehicles for USDA APHIS Wildlife Services in Barrigada, Guam. Quoted price shall include all components with delivery FOB Destination no later than 30 days ARO. iii. This solicitation document has incorporated provisions and clauses that are in effect through Federal Acquisition Circular FAR FAC 2019-05 August 13, 2019. iv. This solicitation is a total small business set-aside with the associated NAICS code 336112, with a small business size standard of 1,500 employees. Product Service Code 2305. v. The End User requires the following items, Brand Name or Equal to the following: a.Line 001: Item POLARIS RANGER 570 EPS Quantity: 2 vi. Specifications/Salient Characteristics: 570 cc 44 horsepower engine minimum Electronic Fuel Injection (EFI) MacPherson Strut 9-in Travel front suspension Dual A-Arm IRS 10.0-in Travel rear suspension Rear bed with 8.9 cu. ft. storage and 500lbs. weight capacity Composite gas assist dump box able to hold up to 800 lbs. Lock and Ride cargo system Ground Clearance of 10in or more Dry weight 1,100lbs vii. Delivery shall be FOB destination and shall occur NLT 30 days ARO. The contractor shall deliver all line items to the following address: USDA APHIS-Wildlife Services 233 Pangelinan Way Barrigada, GU 96913 viii. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. ix. The Government will adhere to FAR 52.212-2 Evaluation-Commercial Items (Oct 2014). Award will be made to the responsible quoter representing the "Best Value" in accordance with FAR Part 13. The following factors shall be used to evaluate offers: 1) price and 2) technical acceptability. Quotes must include pricing and a technical description of the product being offered. x.
