- Description
- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, Division of Laboratory Services, Emergency Response Branch needs to purchase of a Liconic STX110-SA SIDE GATE deep freezer and integration of the device with laboratory's Vantage liquid handler. The purpose of the Liconic STX110-SA SIDE GATE is to maintain frozen storage (-20°C) of pending samples and QCs inside of the Vantage liquid handler. This equipment will maintain sample stability/integrity during high-throughput automated sample processing. This equipment will help allow the liquid handler to control the freezer, remove samples from the freezer only when required for processing, and return samples to the freezer once processing is complete. Pursuant to, FAR 13.106(1) (b), Soliciting from a single source, (1) for purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). It has been determined that the Liconic STX110-SA SIDE GATE freezer is the only automated cold-storage device on the market for which an Instinct V compatible software driver exists. This cold-storage freezer will be integrated into a previous acquired robotic liquid handler, which is controlled by a software platform called Instinct V. Because this device will be controlled by the robotic liquid handler, it is essential that an Instinct V compatible software driver exist to allow the robotic liquid handler to communicate with the device. In addition to software compatibility, this specific freezer also has a number of other specifications that are required by the Program Office: a) the device has a plate presence sensor to and a plate barcode reader to allow for robust automated workflows. B) the device is capable of maintaining an internal temperature of <=-20°C and be able to accommodate at least 100 Society for Biomolecular Screening (SBS) sized (1.7 cm tall) microtiter plates. C) the device is capable of also accommodating SBS deep-well plates. Because the freezer will be integrated into another system, restrictions on the physical dimensions are important and the Liconic STX110-SA SIDE GATE's (72 cm deep x 50 cm wide) small footprint will fit in the designated space. The device must have a left side facing rear plate transfer gate (on the back of left side of the device) and the transfer height needs to be ~100cm from the ground to ensure that the robotic liquid handler can access the transfer position. Compatibility with FluidX tube racks, specifically 68-1002-11 and 68-0702-11 tubes and racks, is also a requirement, which this specific device meets. Only the Liconic STX110-SA SIDE GATE freezer meets all of the necessary requirements listed above. Therefore, award of a Firm-Fixed Price purchase is being contemplated in accordance with FAR Part 12 and in conjunction with FAR Part 13 with applicable Sub-Part to Hamilton Robotics of Reno, NV. However, anyone who wishes to be considered may submit a quote and a capability statement addressing this requirement and comparing their product with the one being requested for our review and consideration prior to the due date of this RFQ. Any questions regarding this notice shall be submitted in writing ONLY to Berta Alldredge at boh9@cdc.gov. The anticipated date of award is September 6, 2019. It is your responsibility to keep up with additional postings regarding this announcement on the Fedbizopps Website. Telephone inquiries will not be honored.
