Page 2 of 2 Department of Veterans Affairs Memorandum Date: 8/25/2018 From: Mike Boettcher Contract Specialist Subj: LEASE PLAN # VA252-19-LP-1100, Orland Park, IL, Orland Park Vet Center The subject lease delegation request is for $168,693.75 in annual un-serviced rent and therefore does not require a Justification for Other than Full and Open Competition (JOTFOC) in accordance with GSAM 570.2 or 570.4. In compliance with 48 CFR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements), CFR 6.304 (Approval of the Justification), and CFR 6.303-2 (Content), the LCO has determined that the supplies and services required by the agency are available from only one responsible source and any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition; or unacceptable delays in fulfilling the agency's requirements. Additionally, the LCO certifies that this sole source justification is accurate and complete to the best of its knowledge and belief. Market Research was held on 12/5/2018, in accordance with GSAM 570.203-1 or as otherwise required in GSAM 570. Attached is copy of the Market Survey Report to the subject procurement.
